BACKGROUND
Background
The Government Finance Officers Association (GFOA) has chosen to recognize Guilford County with two (2) of its esteemed professional awards:
The Guilford County Budget, Management and Evaluation Department was awarded the "Distinguished Budget Presentation Award" for the FY 2018-19 annual budget, in recognition of preparing budget documents of the highest quality that reflect best practices and principles established by the GFOA and the National Advisory Council on State and Local Budgeting; and
The Guilford County Finance Department was awarded the "Certificate of Achievement for Excellence in Financial Reporting" for fiscal year ending 2018, in recognition of preparing a comprehensive annual financial report (CAFR) that encourages transparency and full governmental disclosure. This is the 37th consecutive year the County has received this award, which speaks to staff expertise and their dedication to effective and efficient government finance.
Both awards serve as the highest forms of recognition in the areas of governmental budgeting, and governmental accounting and financial reporting. Their attainment represents a significant accomplishment by a government and its management.

Requested Action
Recognize Guilford County Budget, Management & Evaluation Director Michael Halford and department staff on their achievement in attaining the Distinguished Budget Presentation Award for the FY 2018-19 annual budget; and recognize Guilford County Finance Director Harley Will and and department staff on their receipt of the Certificate of Achievement for Excellence in Financial Reporting for fiscal year ending 2018.
