BACKGROUND
Background
A prebid conference was held on March 30, 2019 to solicit vendors for armed and unarmed security guard services in various county facilities. Guilford County received seven (7) proposals which were evaluated by senior members of the Security Department, Sheriff's Office, Juvenile Detention, Purchase and MWBE departments. RFP Bid Event 646 was awarded to Security Innovations Protective Services, LLC as the lowest, responsible, responsive bidder. Compared to the prior contract, the hourly rate for unarmed services increased from $13.77 to $16.03 per hour, while the hourly rate for armed services decreased from $18.00 to $16.03 per hour, resulting in a total annual cost increase of $124,000 for security guard services.

Approve, in substantial form, a contract with Security Innovations Protective Services, LLC in the amount of $2,540,688.00 for an initial three (3) year term effective July 1, 2019 through June 30, 2022, with an option for two (2) one-year renewals for armed and unarmed security guard services.
