BACKGROUND
Background
Guilford County submitted a request to former Congresswoman Kathy Manning's office in 2023 for Congressionally-directed funding for a "One Place" program that would provide group living and services for high risk / vulnerable housing insecure adults and emergency shelter and services for families with children to add needed capacity within our community. The total funding request included $8.2 million for property acquisition for living / shelter space and $4.8 million for start up and other operational costs. In total, the County was awarded $0.5 million in Federal FY 2024, effective in March 2024. The funds must be spent by August 31, 2032.
Due to the actual award amount and other recent efforts around homelessness and use of Opioid Settlement fund dollars, staff have determined that the current use of the One Place funds that best aligns with the original application purpose is to support operating costs associated with long-term beds added at the Guilford County Prince Edward Graves Recovery and Treatment Center. Funds would be utilized over County FYs 2026 and 2027 (present through June 30, 2027).

Requested Action
Approve the receipt of the 2024 Community Project Funding (CPF) "One Place" grant in the amount of $500,000 and adopt a "CPF One Place" grant project ordinance in the amount of $500,000 with $500,000 in Federal / State Funds.
