PURCHASE SELF-CONTAINED BREATHING APPARATUS  
1.  
Background:  
This agenda item is to purchase self contained breathing  
apparatus, which is an essential part of the personal  
protective equipment for firefighters. This purchase is for  
thirteen air packs with spare bottles and individual  
facepieces, as well as a new compatible Rapid Intervention  
Team (RIT) kit for a total cost of $146,860. Our current Scott  
Air Packs are greater than 10 years old and in need of  
replacement due to the harsh environments they operate in  
and the advancement of newer technology. We evaluated  
current offerings of NFPA 1970 compliant packs and elected  
to stay with Scott. This is a replacement of existing  
technology, so training is minimized with the changeover.  
Standards for this equipment are promulgated by the National  
Fire Protective Association, and has recently released new  
guidance in the form of NFPA 1970. NFPA 1970 (2025  
edition), effective September 2024 with full compliance by  
March 2026, is the new comprehensive standard  
consolidating NFPA 1981 (SCBA) and 1982 (PASS). It  
mandates updated air packs with removable soft goods for  
decontamination, refined end-of-service indicators at 31%  
bottle pressure, and improved wireless telemetry for  
firefighter tracking. Products manufactured after September  
28, 2024, should comply, with a final compliance deadline for  
existing SCBA to meet the new standard by March 28, 2026.  
Rhinehart Fire, located at 22 Piney Park Rd., Asheville, NC  
28806. A bidding exeption was reviewed and approved by  
Purchasing and SBED using the North Carolina Sheriff’s  
Association contract #26-03-0521(attached).

Background:  
This agenda item is authorizing a sale of older public safety  
radios and accessories due to prior year Board action to  
replace public safety radios for Guilford County departments  
(Agenda 2024-203). It is anticipated that the sale of these  
legacy radios and accessories will net at least $200,000 on  
the secondary market. The net proceeds received from the  
disposal will be brought back to the Board of Commissioners  
for receipt and to be allocated against the project to purchase  
new radios (320302510).  
This action is necessary to begin the process to dispose of  
these assets.  
Requested Action:  
WHEREAS, the County has accumulated item(s) of personal  
property exceeding $30,000 in value; and,  
WHEREAS, it is in the public interest to dispose of such  
items by offering them for sale to the public by electronic

RESOLUTION REVISING DATES FOR THE AUTHORIZED OPEN  
DISPLAY AND DISCHARGE OF FIREARMS AT TRIAD PARK UNDER  
LIMITED CEREMONIAL CIRCUMSTANCES AND WITH THE  
CONCURRENCE OF GUILFORD COUNTY  
Background:  
On March 17, 2022, the Forsyth County Board of  
Commissioners adopted a resolution authorizing the limited  
open display and discharge of firearms at Triad Park’s  
Carolina Field of Honor, with the concurrence of Guilford  
County. This permission originally applied to Veterans Day  
and Vietnam Veterans Memorial Day.  
The revised resolution updates the approved dates for these  
ceremonial activities. Vietnam Veterans Memorial Day (March  
29) has been removed and replaced with Memorial Day  
(observed annually on the last Monday of May). Veterans Day  
(November 11) remains an approved date.  
Requested Action:  
Direct staff to authorize the open display and discharge of  
firearms specifically modified to only discharge blank rounds  
at The Carolina Field of Honor located at Triad Park, 9652 W.  
Market Street, Kernersville, NC during the Memorial Day  
event on May 25, 2026 and require the supervision of Forsyth  
or Guilford County Law Enforcement during the event, as it  
will be conducted by The War Memorial Foundation, a  
non-profit organization.

activities in the most recent quarter and comments on  
anticipated investments in the next quarter. The report also  
includes a general description of the portfolio in terms of  
investment securities, maturities, yield and other features,  
and shows investment earnings for the quarter and fiscal  
year-to-date, including the weighted average yield to maturity.  
Finally, the report compares actual investment earnings with

SUBSECTION 10.06 (CIVIL PENALTIES - ASSESSMENT AND  
PROCEDURES) OF THE UNIFIED DEVELOPMENT ORDINANCE  
(UDO) TO ESTABLISH SPECIFIC CIVIL PENALTY AMOUNTS FOR  
VIOLATIONS OF UDO REGULATIONS  
Background:  
Proposed Text Amendment Case #26-03-PLBD-00016  
(attached) seeks to update UDO Subsection 10.06: Civil  
Penalties - Assessment and Procedures, to establish  
specific civil penalties (monetary) for violations of the UDO  
that do not currently have a specified civil penalty amount and  
that currently only references NCGS 160D-404(c), which  
enables counties to enforce development regulations by  
assessing civil penalties for ordinance violations by any of the  
remedies provided in NCGS 153A-123.  
The UDO establishes specific civil penalties (monetary) for  
some violations, including parts of Subsection 9.1:  
Stormwater Management and Watershed Protection Districts  
(see Subsection 9.1.F.5(d)(iv)(5)), Subsection 9.2: Soil  
Erosion and Sedimentation Control (see Subsection 10.07),  
and Subsection 9.4: Illicit and Illegal Discharges (see  
Subsection 9-4.12). This text amendment would apply  
specific civil penalties (monetary) for all other violations of the  
UDO including, but not limited to, all zoning and subdivision  
violations.  
As such, this text amendment proposes the following civil  
penalties:  
1st Offense - $50.00;  
2nd Offense - $100.00;  
3rd Offense - $200.00; and  
4th and Succeeding Offense - $500.00.  
NOTE: UDO Subsection 10.03.C specifies that “every  
calendar day an offense is not remedied after being served a  
Notice of Violation shall be considered a separate offense.”  
If approved, this text amendment would become effective  
July 1, 2026 and following adoption of the approved Fee  
Schedule as part of the Guilford County FY 2026-27 budget.  
Staff conducted a review of the civil penalty amounts  
assessed by neighboring jurisdictions of comparable size  
(table attached). The proposed amounts are consistent with  
the civil penalties assessed by both the City of Greensboro  
and the City of High Point.  
At its April 8, 2026, regular meeting (minutes attached), the  
Guilford County Planning Board recommended approval of  
this text amendment to the Board of Commissioners by a  
vote of 6-0, with three members absent. (Ayes: Donnelly,  
Craft, Little, Bui, Drumwright, Alston. Nays: None.). The staff  
report is also attached.  
Consistency: The proposed text amendment to establish  
specific civil penalty amounts is consistent with the Planning  
Theme of Community Character. The Goal Statement of the  
Community Character Planning Theme is to “Celebrate  
Guilford County’s unique sense of place by balancing  
agricultural preservation with desired development patterns,  
context-sensitive site design and placemaking.” The  
proposed text amendment supports preservation of  
community character and emphasizes safe neighborhoods  
by furthering the County’s ability to ensure compliance with  
the UDO and obtain correction of violations.  
The text amendment is also consistent with the Planning  
Theme of Attainable Housing. Policy 4 of the Attainable  
Housing Planning Theme seeks to “Encourage the  
preservation, maintenance, and development of high-quality  
and safe housing.” The purpose of the UDO is to promote  
the health, safety, and general welfare of the residents of  
Guilford County and the proposed text amendment aligns  
with this purpose.  
The Board of Commissioners is not limited to the proposed  
language of the text amendment. It may consider changes to  
the proposed text amendment.  
Requested Action:  
Hold a legislative hearing and adopt the amendments  
proposed in UDO Text Amendment Case  
#26-03-PLBD-00016 and the aforementioned statement of  
plan consistency, as presented herein, to amend Subsection  
10.06: Civil Penalties - Assessment and Procedures to  
establish specific civil penalties (monetary) for violations of

to the Guilford County Unified Development Ordinance  
(UDO) updates the Flood Damage Prevention provisions of  
the UDO to maintain consistency with National Flood  
Insurance Program (NFIP) standards. On December 10,  
2025, the Federal Emergency Management Agency (FEMA)  
issued a Letter of Final Determination (attached) to Guilford  
County as notification that the new Flood Insurance Study  
(FIS a.k.a. Flood Study) and associated Flood Insurance  
Rate Maps (FIRMs a.k.a. Flood Maps) for our community will  
become effective on June 10, 2026. The Flood Maps  
published by FEMA indicate geographic areas prone to  
flooding  
which  
are  
subject  
to  
additional  
construction  
permitting requirements per state and federal regulations to  
address flood risks.  
The County must adopt the updated Flood Study and Flood  
Maps before this deadline, as required by FEMA and Title 44  
of the Code of Federal Regulations (CFR) Part 60.3(d) to  
maintain its NFIP community status. As a participant in the  
NFIP, the County is required to keep the Flood Damage  
Prevention regulations of its UDO, its regulatory Flood Maps,  
and Flood Study current. Participation in the NFIP helps  
ensure residents within Guilford County remain eligible for  
flood insurance through the NFIP and supports regulations  
that help reduce flood risks.  
The current and proposed updated Flood Maps for Guilford  
County are available to be viewed on the North Carolina  
Department of Public Safety (NCDPS) Flood Risk  
Information System (FRIS) Website at: <https://fris.nc.gov/>  
Public Outreach  
To support the Flood Study and Flood Maps update, Guilford  
County staff helped coordinate and implement a public  
Community Outreach Meeting on July 25, 2023 with the Cities  
of Greensboro and High Point, other local jurisdictions, and  
the NCDPS. This process was conducted in an effort to  
inform the public and provide an opportunity for property  
owners to meet community officials and NCDPS to discuss  
and ask questions about the Flood Map changes, reason for  
the change, how properties could be affected, and explain  
the appeals process if owners desired to contest the findings  
of the updated Flood Maps. The County also advertised the  
public meeting on the Guilford County Electronic Legal  
Notices website (as allowed per S.L. 2017-210), Guilford  
County main webpage, Planning & Development Department  
webpage, and the Floodplain Management webpage. In  
addition, letters with information regarding Flood Map  
changes and advertisement of the public meeting were sent  
to property owners for which GIS analysis indicated a  
structure on the property was added to the floodplain. The  
County also created  
a
Flood Mapping and Updates  
informational website regarding the Flood Study and Flood  
Map updates, which was advertised in the above public  
meeting announcements, letters and at the meeting. For both  
the Planning Board and Board of Commissioners' legislative  
(public) hearing, notice was provided on the Guilford County  
Electronic Legal Notices website and signs were posted at  
key intersections around the County. Based on GIS analysis,  
46 structures on 23 properties were added to the special  
flood hazard area (i.e., 100-year floodplain).

FEMA also published a notice regarding the proposed flood  
hazard determinations (preliminary Flood Study and Flood  
Maps) in the Federal Register on October 7, 2024. A 90-day  
appeal period for the proposed FIS and Flood Maps began  
on December 18, 2024 and ended on March 18, 2025. The  
appeal period offered property owners an opportunity to  
contest the results of the new Flood Study and Flood Maps if  
they disagreed with the findings (e.g., whether the property is  
located in a regulated floodplain).  
The proposed text amendment includes provisions to  
automatically adopt future FEMA Flood Studies & Flood  
Maps, helping to ensure continued compliance with federal  
and state requirements. This approach streamlines the  
process for incorporating mandated updates while preserving  
the community’s ability to appeal proposed map updates.  
Additionally, text revisions to the Flood Damage Prevention  
section of the UDO are proposed to improve formatting,  
language, clarity, and definitions to better align the County’s  
Flood Damage Prevention provisions with the North Carolina  
Model Flood Damage Prevention Ordinance and enhance  
overall clarity and consistency.  
The underlined text in the attached amendment is to be  
added; the strike-through text is to be deleted.  
At its April 8, 2026 regular meeting, the Guilford County  
Planning Board unanimously recommended (6-0) to the

Action Item N2.3 under Policy 2 states to “Expand on existing  
watershed management policies to set goals and priorities

further states to “Continue to coordinate and cooperate with

Additionally, the amendment maintains Guilford County’s  
consistency with State and Federal floodplain regulations and  
helps ensure county residents maintain access to vital flood  
insurance.

GREENSBORO/GUILFORD COUNTY TOURISM DEVELOPMENT  
AUTHORITY BUDGET ORDINANCE FOR FY 2026-27  
Background:  
The Greensboro/Guilford County Tourism Development  
Authority (the Authority) is a public authority under the North  
Carolina General Statutes, created to promote activities and  
programs which encourage travel and tourism to the area.  
The Authority receives 70% of the net proceeds from the  
County's 3% occupancy tax. The County levies the  
occupancy tax which is the major source of the Authority's  
revenues, and the County has final approval over the  
Greensboro/Guilford County Tourism Development  
Authority's annual budget.  
The Board of Commissioners must approve the Authority's  
budget ordinance before it is adopted by the Authority Board.  
The Authority approved the submission of the proposed  
ordinance on April 13, 2026 and are scheduled to approve  
the final budget ordinance during their May meeting, following  
the review and approvals by the Board of Commissioners  
May 7, 2026 and Greensboro City Council on April 21, 2026.  
The Authority's total budgeted General Fund expenditures for  
FY 2026-27 will be $9,240,000.

INTERLOCAL AGREEMENT WITH PIEDMONT TRIAD REGIONAL  
COUNCIL TO ADMINISTER NORTH CAROLINA DEPARTMENT OF  
NATURAL AND CULTURAL RESOURCES THROUGH THE GREAT  
TRAILS STATE PROGRAM GRANT AWARD OF $500,000 FOR THE  
DEVELOPMENT OF PIEDMONT REGIONAL GREENWAY  
Background:  
The purpose of this agenda item is to approve an Interlocal  
Agreement with the Piedmont Triad Regional Council to  
administer a $500,000 award from the Great Trails State  
Program and to allocate $130,000 in County matching funds.  
The $130,000 in County matching funds will be fund from the  
Trail Development capital project, which has a current  
balance of $265,557. The Piedmont Regional Greenway is a  
planned 19-mile, multi-jurisdictional paved corridor designed  
to connect the cities of Greensboro and Winston-Salem, as  
well as the towns of Kernersville, Oak Ridge, and  
Summerfield. The greenway will serve as a critical regional  
linkage, integrating with established trail systems such as the  
Mountains-to-Sea Trail, Salem Lake Trails, A&Y Greenway,  
Triad Park, and the Greensboro Watershed Trails, thereby  
enhancing connectivity, recreation, and alternative  
transportation opportunities across the Piedmont Triad.  
The proposed grant will support the engineering and design  
of a key segment of the greenway within Triad Park and  
surrounding area, a major regional asset jointly owned and  
operated by Guilford and Forsyth Counties. This segment,  
identified as the Triad Park-Reedy Fork Greenway,  
represents a vital component of the broader initiative to  
establish a continuous active transportation corridor linking  
the primary urban centers of Greensboro and  
Winston-Salem, located within two of North Carolina’s most  
populous counties.  
The project aligns with and advances the goals of the recently  
adopted Comprehensive Parks, Trails, and Open Space  
Master Plan. Key partners in this multi-jurisdictional effort  
include Forsyth County and the Town of Kernersville. On July  
11, 2024, the Board approved a partnership authorizing the  
Piedmont Triad Regional Council to submit and administer  
the grant application on the County’s behalf, contingent upon  
award. The Town of Kernersville Council has approved this  
Interlocal Agreement and Forsyth County is currently in the  
process of approving this agreement as well.

HHS CHILD FATALITY PREVENTION TEAM  
A.  
Background:  
The Child Fatality Prevention Team (CFPT) is responsible for  
reviewing the deaths of all children under age 18 who were  
residents of Guilford County. The team receives  
demographic and case information from the State, including  
cause of death, birth and death certificates, medical examiner  
reports, and autopsy findings. Reviews are conducted at  
least one year after the child’s death to ensure complete and  
accurate information is available.  
In accordance with NCG.S. § 7B-1406.5, each county is  
required to establish a Local Team or participate in a  
multicounty team, as determined by the Board of County  
Commissioners in consultation with the local health director,  
the director of social services (or consolidated human  
services director), and guidance from the State Office.  
Guilford County maintains a Local Team to carry out these  
responsibilities.  
State law requires the Local Team to review specific  
categories of child deaths, including those resulting from  
undetermined causes, unintentional injuries, violence, motor  
vehicle incidents, suspected or confirmed child maltreatment,  
sudden unexpected infant death, suicide, deaths not  
expected within six months, and other infant deaths as  
defined by the State. The team may also review additional  
child deaths outside of these categories and, upon request,  
may review active child protective services cases to inform  
system improvements.  
The statute further requires Local Teams to participate in  
ongoing training and to follow established best practices for  
conducting reviews, collecting information, engaging  
appropriate partners, and reporting findings.  
While the team reviews all applicable child deaths, full team  
discussions primarily focus on deaths considered  
preventable. These include cases involving unsafe sleep  
environments, fires, suicide, homicide, blunt force trauma,  
drowning, motor vehicle and bicycle incidents, choking or  
suffocation, and poisoning.  
The purpose of CFPT is not to assign blame to individuals or  
agencies. Instead, the team identifies system-level issues,  
strengthens communication among local partners, and  
develops recommendations to prevent future child fatalities.  
The team analyzes trends, identifies service gaps, and  
provides recommendations for policy changes, education,  
and resource needs to improve outcomes for children and  
families.

HHS - DSS & CHILD SUPPORT MANDATED PERFORMANCE  
MEASURES  
Background:  
Guilford County signed an annual written agreement with the  
North Carolina Department of Health and Human Services for  
all social services programs, excluding medical assistance  
(Medicaid). This agreement required both Social Services  
and Child Support to comply with meeting certain  
performance and growth measures. The goal of the annual  
agreement is to support the provision of the consistent quality  
of services that ensure the safety, health and well-being of  
children, adults and families served across North Carolina.  
This update will be provided quarterly to keep the Guilford  
County Board of County Commissioners informed of  
Guilford’s progress. The attached results represent data for  
the months of January - March 2026.  
Requested Action:

measures as outlined in the Memorandum of Understanding  
between Guilford County's DSS & Child Support  
departments and NC DHHS.
