Background:  
The Piedmont Triad Regional Water Authority completed a Master  
Planning Study and is requesting the County's and local  
municipalities to pass a resolution of support.

VI. CONSENT AGENDA  
A. CONTRACTS  
1.  
PROCURE DELL DESKTOPS, LAPTOPS, AND DOCKING  
STATIONS FOR HHS-DSS REPLACEMENTS  
Background:  
The Board of County Commissioners approved $1,900,595 as part  
of the County-wide Technology Plan for Fiscal Year 2026 (FY26) to  
support Technology Refresh initiatives.  
Health & Human Services - Division of Social Services is requesting  
$178,204 to purchase 81 laptops and 32 docking stations, consistent  
with the approved Technology Plan (see attached document for  
additional purchase details). These purchases will replace aging  
equipment in accordance with the County’s technology refresh  
schedule.  
Technology refresh purchases do not typically require Board of  
County Commissioners approval. However, because this purchase  
exceeds $90,000, the FY26 Budget Ordinance requires BOCC  
authorization.  
Costs associated with this purchase are eligible for 50%  
reimbursement through the Division of Social Services’ state and  
federal cost allocation structure.  
Requested Action:  
Approve the purchase of laptops, desktops, and docking stations, as  
authorized by the state contract exemption of G.S. 143-129(e) (9) for  
a total cost of $178,204 from Dell Technologies Inc. off NC State  
Contract 204A.

GUILFORD COUNTY TRANSPORTATION AND  
MOBILITY SERVICES - TITLE VI PLAN  
Background:  
The North Carolina Department of Transportation, Public  
Transportation Division, in accordance with federal and state  
requirements, requires that all transit agencies have a Title VI Plan  
(Title VI of the Civil Rights Act of 1964). The Title VI Plan ensures  
that no person shall on the ground of race, color, national origin,  
limited English proficiency, income-level, sex, age, or disability be  
excluded from participation or denied the benefits of the program.  
The proposed plan is enclosed and requires the approval and  
adoption from Guilford County’s Board of County Commissioners.  
Requested Action:  
Approve and adopt the Guilford County Transportation and Mobility  
Services Title VI Plan.

REALIGNMENT OF FY26 JUVENILE CRIME  
PREVENTION COUNCIL (JCPC) FUNDING  
Background:  
The attached revision to the Juvenile Crime Prevention Council  
(JCPC) funding plan for FY 2025-2026 requires the following  
changes. All of the changes are line-item adjustments and aligning  
budgets for FY2025-2026. JCPC funds are not affected, only  
outside sources. The Board of County Commissioners is required  
by the North Carolina Department of Public Safety (NCDPS) to  
approve all JCPC funding plan amendments and revisions.  
1. Operation Xcel - Operation Homework (served 80 of 50  
estimated)  
Increase of +$49,657  
Decrease of -$3,200  
Total increase / decrease = +$46,457  
Reasons for increase: Additional outside funding sources received to  
assist covering extra expenses for Personnel (temporary van drivers  
until full time driver was hired), for Supplies/Materials (with vehicle  
supplies/maintenance) and for Obligations/Services (travel, printing,  
repairs/maintenance, educational and janitorial service cost  
increases).  
Reasons for decrease: Items were donated and some supplies were  
not needed to be ordered.  
Requested Action:  
Approve the attached revision to the Juvenile Crime Prevention  
Council (JCPC) funding plan for FY 2025-2026.

REPORTS FOR MONTH ENDING FEBRUARY 28, 2026  
Background:  
Attached is a tax collection report for the month ending February 28,  
2026 required by NCGS 105-350(7) to be submitted by the tax  
collector to the governing body. The purpose of the report is to  
apprise the governing body of the progress of the tax collector in  
collecting taxes levied for the current fiscal year.  
A list of beverage licenses issued for the month ending February 28,  
2026 is attached for the purpose of providing the governing body the  
opportunity to exercise their authority to refuse to issue a license, as  
described in NCGS 105-113.71.  
Requested Action:  
Accept and approve the tax collection report and beverage licenses  
issued for month ending February 28, 2026.

Background:  
On January 15, 2026 the Board of Commissioners approved the  
purchase of the following fleet vehicles under agenda item 2026-103:  
Piedmont Trucks of Greensboro  
Three (3) Ford F250 cab and chassis trucks will be purchased from  
Piedmont Truck utilizing NC Sheriff Association bid #26-12-0909  
item 320 at a cost of total of $132,729.54  
One (1) Ford F350 will be purchased from Piedmont Truck utilizing  
NC Sheriff Association bid #26-12-0909 item 324 at a cost of  
$51,363.25  
One (1) Ford F550 truck with added dump bed will be purchased  
from Piedmont Truck utilizing NC Sheriff Association  
bid#26-12-0909 item 23 at a total cost of $79,069.91  
Toyota of Greensboro  
Five (5) Toyota Camry Hybrid will be purchased from Toyota of  
Greensboro utilizing NC Sheriff Association bid #26-12-0909 item  
111 at a total cost of $140,257.95  
One (1) Toyota Corolla Hybrid will be purchased from Toyota of  
Greensboro utilizing NC Sheriff Association bid #26-12-0909 item  
114 total cost of $24,000.00  
Five (5) Toyota Tacoma trucks will be purchased utilizing NC  
Sheriff Association bid #26-12-0909 item 384 at a total cost of  
$172,500.00.  
The vehicles being purchased will be assigned as replacements for  
shared Motor Pool, Animal Control, Parks and Recreation, Public  
Health, Facilities, Inspections, and Social Services departments.  
The total amount for the purchase of all sixteen (16) vehicles,  
including upfit cost, would have been $754,945.65 plus a 3%  
Highway Use Tax of $22,648.37, which totaled $777,594.02.  
As result of the inclement weather event it was determined that it  
would be in the county’s best interest to modify the approved  
inventory requested to included additional all wheel drive (AWD)  
vehicles. Guilford County Fleet is requesting an amendment to the  
prior approval for FY26 Fleet Vehicle purchases - the amended items  
are in italics.

There is no change to the three (3) Ford F250 cab and chassis that  
will be purchased from Northwestern Emergency Vehicles for the  
Animal Services department.  
The total amount for the purchase of the amended list of sixteen (16)  
vehicles purchased from Piedmont Trucks of Greensboro and  
Toyota of Greensboro, including upfit costs and highway use tax,  
will increase total costs by $2,930.59.

as authorized by the cooperative purchasing exemption of G.S.
