SUBLEASE RENEWAL FOR OFFICE SPACE AT 2301 WEST  
MEADOWVIEW ROAD FROM THE CITY OF GREENSBORO  
Background:  
This agenda item approves a sublease for Guilford County  
Veterans Services, NCDPS - Division of Juvenile Justice and  
Delinquency Prevention, and associated security services at  
2301 W. Meadowview Rd. Greensboro, NC. Guilford County  
entered into a sublease for +/- 7,500 sq. ft. of the building  
from the City of Greensboro on September 1, 2022. This  
sublease was renewed for two additional years, from July 1,  
2023 to June 30, 2025.  
The sublease provides office space for Veterans Services  
and Juvenile Justice counselors. Over the past fiscal year,  
the County worked through entering into one combined  
agreement. The County is required to provide space to  
Juvenile Justice per NCGS 7A-302.  
This revised sublease:  
Continues providing space for Veterans Services  
and Juvenile Justice.  
Adds 719 sq. ft. of additional space for Juvenile  
Justice to incorporate additional counselors.  
Incorporates a separate agreement for contracted  
security services into one combined agreement,  
because County Security is unable to provide this  
service in a non-County owned facility.  
The total sublease amount is $121,230.25 annually, with  
no escalation, for a 10-year term and 8,219 square feet.  
The County can exit the sublease before the 10-year  
term with a 60 days’ written notice with no penalty to the  
County. The term of the sublease is back dated to July  
1, 2025.  
Requested Action:  
Authorize staff to enter into the requested sublease  
agreement, in substantial form, with the City of Greensboro  
for the +/- 8,219 sq. ft. portion of the 2301 W. Meadowview  
building for the purposes of housing Veterans Services and  
Juvenile Justice, and provide the required security for the  
building.

RENEW AND AMEND THE CONE HEALTH BEHAVIORAL HEALTH  
SERVICES AGREEMENT  
Background:  
This agenda item approves an amendment to, and  
acknowledges the renewal of, the Cone Health Behavioral  
Health Services Agreement to operate in the Behavioral  
Health Center. Guilford County has an existing services  
agreement with Cone Health for operation of the County's  
Behavioral Health Center (BHC) on Third Street in  
Greensboro. The service agreement was approved in  
October 2019 for a five (5) year term that began when the  
center began operations which occurred in June 2021; the  
current term will accordingly end at the end of June 2026.  
Staff recommends taking the renewal option in the contract  
which will extend it for another five (5) year term, running from  
July 2026 to June 2031. The cost to the County for the first  
year of the renewal for Cone Health to operate and provide  
behavioral services in the facility will be $4,215,914, with an  
escalator applying in future years. The funding for this  
Services Agreement is part of the County's Behavioral Health  
"Maintenance of Effort" funding that is budgeted and can be  
allocated to a range of Behavioral Health services including  
urgent care, facility-based, outpatient, and substance use  
recovery services for adults and youth.  
County and Cone Health staff have also identified some  
points in the current services agreement that, if amended, will  
help improve operations of and client experience at the BHC  
and across the broader behavioral health system in the  
County. Staff recommend making those amendments at this  
time so they are effective for the entire term of the renewal,  
starting on July 1, 2026.  
The County also leases the facility to Cone Health for $1 per  
year for a term that runs concurrently with the services  
agreement term. The lease outlines the County's and Cone's  
respective responsibilities for ensuring the facility is  
maintained and functional including security arrangements.  
The County is responsible for external site security and Cone  
Health is responsible for providing internal security, for which  
the County pays Cone Health. Staff have recommended  
budgeting $437,750 for this cost in FY 2027. By accepting  
the renewal of the services agreement, the County and Cone  
Health will also be accepting the renewal of the lease term as  
outlined in the lease agreement with no further action needed.  
Total cost for the Services Agreement plus the County's  
payments for Cone to provide security inside the facility will  
be $4,653,664 in FY 2026-27.  
Requested Action:  
Authorize staff to take any and all necessary steps to execute  
the amendment to, and acknowledge renewal of, the Cone  
Health Behavioral Health Services Agreement for one  
additional five year term to run from July 2026 to June 2031  
with a FY 2026-27 funding amount of $4,215,914, and  
acknowledge the renewal of the lease of the Behavioral  
Health Center to Cone as outlined in the lease agreement.

HHS-PUBLIC HEALTH - NORTH CAROLINA DEPARTMENT OF  
ENVIRONMENTAL QUALITY, DIVISION OF WASTE MANAGEMENT  
CONTRACT ($80,000)  
Background:  
In 2003, Guilford County entered into a Memorandum of  
Agreement (MOA) with North Carolina Department of  
Environmental Quality, Division of Waste Management (NC  
DEQ, DWM) to establish the Health and Environmental Risk  
Assessment (HERA) Program. This partnership supports the  
protection of public health and groundwater resources  
through local oversight of environmental hazards. The  
original agreement provided annual funding of $15,000.  
In 2024, Guilford County and NC DEQ, DWM initiated  
discussions to reassess the scope of work and align  
resources with the increasing demands of environmental  
monitoring and response. As a result, a revised MOA has  
been developed that includes an updated work plan and  
increases annual funding to $80,000.  
The total program costs for HERA in FY 2026-27 is  
$363,091. The FY 2026-27 budget includes $113,400 in  
well monitoring revenue, $3,100 from the United States  
Coast Guard and $166,591 in local appropriations to support  
program operations. In addition, $80,000 in funding through  
the Memorandum of Agreement (MOA) with NC DEQ.  
The HERA Program is staffed by one Supervisor and two  
Toxic and Hazardous Material Specialists who are  
responsible for monitoring sites with legacy contamination,  
ensuring compliance with state environmental regulations,  
and responding to hazardous material incidents that may  
threaten groundwater quality. This program is unique in that it  
leverages county staff to carry out state-level environmental  
oversight functions, allowing for more timely response and  
localized expertise.  
Program activity demonstrates a growing need for these  
services. The HERA team monitored 58 hazardous material  
spills in Fiscal Year 2024-25 and has already monitored 65  
spills year-to-date in Fiscal Year 2025-26.  
Approval of this MOA will strengthen Guilford County's ability  
to protect environmental and public health, enhance  
responsiveness to hazardous incidents and ensure continued  
compliance with state regulations.  
Revenue associated with this agreement will be included in  
the FY2025-26 Adopted Budget and future fiscal year  
budgets subject to annual appropriation.  
Requested Action:  
Approve the Memorandum of Agreement with the North  
Carolina Department of Environmental Quality, Division of  
Waste Management, in substantial form, for annual funding of  
$80,000 for a five-year term effective upon execution.

AUTHORIZE CONTRACT AMENDMENT FOR ATTORNEY SERVICES  
WITH TEAGUE CAMPBELL DENNIS & GORHAM, LLP  
Background:  
This agenda item is requesting authorization to amend the  
contract with Teague Campbell Dennis & Gorham, LLP  
(“Teague Campbell”), to provide legal services, including  
Interim County Attorney services, for Guilford County.  
Teague Campbell served as Interim County Attorney and has  
provided legal services associated with that role and other  
vacancies in the County Attorney’s Office. Pursuant to the  
County’s purchasing authority thresholds and the FY2026  
Budget Ordinance, Board of Commissioners approval is  
required because the contract amount exceeds $200,000.  
The cost of services under this contract, as amended, is not  
expected to exceed $240,000.00.  
Requested Action:  
Authorize contract amendment for legal services with Teague  
Campbell Dennis & Gorham, LLP for a total contract amount  
not expected to exceed $240,000 and authorize the County  
Manager to take any and all necessary steps to execute the  
amendment.

Background:  
Attached is a tax collection report for the month ending May  
31, 2026 required by NCGS 105-350(7) to be submitted by  
the Tax Collector to the governing body. The purpose of the  
report is to apprise the governing body of the progress of the  
Tax Collector in collecting taxes levied for the current fiscal  
year.  
A list of beverage licenses issued for the month ending May  
31, 2026 is attached for the purpose of providing the  
governing body the opportunity to exercise their authority to  
refuse to issue a license, as described in NCGS 105-113.71.

Board of Commissioners to designate a voting delegate for

2026. The voting delegate will represent Guilford County and  
participate in all business, motions and the election of offices  
during the annual business meeting on July 20, 2026.
