APPROVE CONTRACT FOR VOTING SYSTEMS EXTENDED  
WARRANTY, MAINTENANCE, AND LICENSING FEES  
Background:  
In FY 2020, the Board approved the use of Elections  
Systems & Software as the vendor for the voting systems for  
Guilford County Elections. NC General Statutes require that  
warranties are maintained on all voting equipment. This  
contract provides the extended warranty for two (2) DS850  
high-speed tabulators, 220 DS200 precinct tabulator and 190  
Automark precinct handicap accessible ballot-marking  
devices, as well as, licensing fees for this equipment and  
licensing fees for the software to create and tabulate ballots.  
NC State Board of Elections mandates that counties may only  
enter into one-year contracts for these services.  
Requested Action:

Approve Elections Systems & Software contract renewal for  
one (1) year effective July 1, 2026 through June 30, 2027, in  
substantial form, in the amount of $229,409.91.

FIX AND APPROVE BOND RATE FOR INTERIM FINANCE OFFICER  
(CFO)  
Background:  
Each year the Board reviews and approves the required  
faithful performance bonds for the following statutorily  
required designated positions: Sheriff, Tax Director (Tax  
Collector), Chief Financial Officer (Finance Director), and  
Register of Deeds. As result of the appointment of the  
County's newly designated Interim Finance Director, an  
amended bond is being presented to the board for approval  
pursuant to NC. Gen. Statute 159-29.  
Requested Action:  
In accordance with North Carolina Statutes, Approve and Fix  
bond rate for newly appointed Interim Finance  
Director,Kimberly Slusher, reflecting the $1,000,000 bond  
issued by Traveler's Insurance, in said amount.

APPROVE FY 2026-27 PROPERTY, EXCESS WORKERS'  
COMPENSATION AND OTHER INSURANCE COVERAGE  
Background:  
Arthur J. Gallagher Risk Management Services LLC  
(Gallagher), on behalf of Guilford County, competitively  
marketed property insurance coverage for FY2026-2027  
(FY27). Excess workers’ compensation insurance coverage  
was not marketed as we accepted a 2 year rate lock last year  
when the move to Midwest Employers Casualty Company  
from Safety National Casualty Corporation occurred and  
property insurance has been recommended by Gallagher to  
remain with GovPro/Hiscox/Liberty Mutual etal for July 1,  
2026, through June 30, 2027. The County’s excess workers’  
compensation insurance premium for FY27 will decrease by  
$5,272 from $249,868 to $244,596 which is a decrease of  
2.11%.  
The County’s property insurance premium for FY26 will  
increase by $135,023 from $521,183 to $656,206 which is  
an increase of 26%. GovPro/Hiscox/Liberty Mutual increased  
their pricing based prior claims and market rates. This was  
still the lowest received quote.  
The total proposed premium cost for both policies for FY27  
is $900,802 compared to our total premium cost of $771,051  
for FY26. This represents an overall premium increase of  
$129,751 or 16.8%. No additional County funds will be  
required, pending the adoption of the FY27 budget, as all  
premiums and adjustments have been planned for in the  
FY27 budget. Gallagher binds coverage and the County  
reimburses Gallagher for the insurance premiums paid by  
them to bind coverage.  
The County also contracts with Arthur J. Gallagher Risk  
Management Services for Crime, Cyber, Environmental -  
Storage Tanks, and Employment Practices at a cost of  
$152,093.  
Requested Action:  
Authorize County staff to take all necessary actions to  
execute agreements with Arthur J. Gallagher Risk  
Management Services LLC for insurance coverage for  
Guilford County beginning July 1, 2026 through June 30,  
2027 at a not expected to exceed cost of $1,052,895 for  
insurance premiums paid binding coverage.

VII. ADD TO NEW BUSINESS  
B.  
ARPA ENABLED ALLOCATION FOR INTERACTIVE RESOURCE  
CENTER  
Background:  
The Interactive Resource Center (IRC) provides day center  
services to individuals experiencing homelessness in and  
around downtown Greensboro. The IRC has identified a  
need to put a perimeter fence around their property to  
strengthen safety, reinforce their responsibility as a  
community partner, and ensure a secure and welcoming  
environment for both their guests and neighboring residents.  
This fence project has been designed to help reduce  
concerns with individuals trespassing after hours, setting up  
tents, and gathering on the property without approval. The  
fence is also designed to improve safety by reducing access  
to the building by walking along railroad track that runs behind  
the IRC building.  
The fence also includes an automatic gate with access  
controls specifically to enhance emergency responder  
access after hours when the main gate is locked. The total  
cost of the project including the electrical work for the  
automatic gate for emergency responders is $94,639. The  
IRC has requested support from both the County and the City  
of Greensboro for $30,000 each ($60,000 total) to support  
this project, with the Community Foundation of Greater  
Greensboro providing the $34,693 balance of the project  
costs. County staff have reviewed the request for  
collaborative investment and are now presenting this request  
for the Board of Commissioner's consideration.  
This request would utilize ARPA Enabled Funds that were  
allocated to the Homelessness Taskforce in 2022. As part of  
the allocation of American Rescue Plan Act (ARPA) funding,  
certain priorities were authorized under revenue replacement  
and accounted for in the ARPA Enabled Fund. The  
Homelessness Taskforce is one of these funding priorities  
allocated in the ARPA Enabled fund.  
Requested Action:  
Approve the reallocation of ARPA Enabled funds within the  
Homelessness Taskforce budget to allocate $30,000 to the  
Interactive Resource Center for this purpose and authorize  
staff to take all necessary action to enter into an agreement  
with IRC for these funds.

HHS-DSS UPDATE ON SUBSIDY CHILD CARE ASSISTANCE (SCCA)  
PROGRAM  
Background:  
The need for childcare in North Carolina is an economic  
necessity for many families. This need is especially  
significant among low-income households, where access to  
high-quality, affordable childcare services is often limited due  
to financial constraints. Many families face risk factors that  
can negatively affect healthy child development, making early  
childhood education and development programs critical to  
promoting school readiness, academic success, and  
long-term positive outcomes.  
Over the years, the childcare subsidy program in Guilford  
County has evolved to address increasing service costs and  
the growing number of families requiring assistance. Recent  
state policy changes have also altered the eligibility  
determination process for childcare subsidies. In response to  
these challenges, Guilford County has developed  
collaborative partnerships with several community  
organizations. Together, these agencies work to identify and  
serve the county’s most vulnerable and at-risk children and  
families, ensuring greater access to essential childcare and  
early education services.  
New Policies - The North Carolina Division of Child  
Development and Early Education has issued several  
administrative directives encouraging counties to provide  
childcare subsidy services to eligible families without regard  
to spending limitations. As a result of these directives,  
Guilford County successfully cleared its childcare subsidy  
waiting list as of May 2026. This achievement has significantly  
improved access to childcare assistance, allowing eligible  
families to receive services needed more quickly and without  
the delays previously associated with placement on a waiting  
list. The clearing of the waiting list represents a major step  
toward increasing access to affordable childcare and  
supporting the needs of working families throughout the  
county.  
Community involvement - Strong partnerships and  
community involvement continue to play a vital role in the  
success of child care services within the county.  
Collaboration with key community stakeholders, including the  
Partnership for Children, Guilford County Schools, and the  
County's Work First and Children's Services Division, has  
been essential in supporting families and ensuring access to  
quality child care services. These partnerships promote the  
sharing of resources, information, and referrals, allowing  
agencies to work together to address the diverse needs of  
children and families. Through ongoing communication and  
coordinated efforts, these community partners help  
strengthen service delivery, increase awareness of available  
resources, and improve outcomes for children and their  
families.  
Local Policy - Local policies, including the Child Care Wait  
List Policy, are reviewed and updated at least every two years  
or whenever program changes require amendments to local  
policy. Recent updates to our policy have established priority  
criteria to determine the order in which children are served,  
ensuring that available child care subsidy resources are  
distributed fairly and effectively to families with the greatest  
need.  
In addition, procedural improvements, such as courtesy  
reminder calls to families approaching their eligibility  
redetermination dates, continue to support ongoing  
participation in the program. These efforts help reduce  
unnecessary case closures, maintain services for currently  
enrolled families, and create opportunities to serve additional  
families seeking child care assistance.  
Conversion - All subsidized child care cases and provider  
payments have continued to be processed through the  
NCFAST system since August 2017. Ongoing system  
updates have enhanced NCFAST, making it more accessible  
and user-friendly for determining eligibility for subsidized  
child care assistance.  
Providers have access to important information within the  
system, including vouchers, payment details, and rosters.  
This increased access has improved communication and  
collaboration between the county and child care providers,  
resulting in more efficient service delivery and information  
sharing.  
Requested Action:  
Receive HHS-DSS departmental update on the Subsidy  
Childcare Assistance (SCCA) program and approve the  
Guilford County local waiting list prioritization policy.
