BACKGROUND
Background
During the securing of the Erwin School property, staff were made aware of a parking arrangement with The Refuge, Inc. (Refuge) worship facility. The previous owners, Guilford County Schools (GCS), allowed the Refuge to use the parking lot located at 3012 East Bessemer Avenue, Greensboro, NC for parking for their congregation on Sunday through Saturday. Since the County has purchased this site from GCS, The Refuge staff asked the County to continue this arrangement. Staff recommends that it is in the best interest of both parties to execute a license agreement allowing the Refuge to continue using the parking lot as it is open, outside of the security fence, and available for use.
The Refuge and Guilford County mutually desire to enter into a non-exclusive, non-transferable, and revocable license agreement granting the Refuge permission to use the 3012 East Bessemer Avenue, Greensboro, NC parking lot for its congregation to park, to the extent the parking lot is open and available for parking on Sunday through Saturday, beginning on the date of full execution of the agreement and ending on June 30, 2028, at an annual rate of $1.00.

Requested Action
Approve, in substantial form, a license agreement beginning on the date of full execution of the agreement, ending on June 30, 2028 with The Refuge, Inc., granting non-exclusive use of the County-owned parking lot located at 3012 East Bessemer Avenue, Greensboro, NC, and authorize staff to take all reasonable actions to finalize and execute said license.
