BACKGROUND
Background
NC Child Support Services and the Guilford County Child Support department entered into a contract with LabCorp Laboratory for FY24 with an increase in pricing for genetic testing administration. LabCorp administration cost per person is $42.00 (case size average 3 persons) and County in-office testing cost per person is $21.00. As a result of the cost increase for LabCorp administered testing, county staff began collecting DNA samples at both the HP and GSO offices and courthouses. The samples are then sent to LabCorp for processing at the rate of $21.00 per person. This change has increased the number of genetic tests facilitated, has removed accessibility barriers for case participants and is enhancing our performance in the Federal Incentive measurement of Paternities Established.

In FY23, the County spent $15,859.50 at $25.00 per person, amounting to approximately 634 genetic test samples processed. We achieved 98.83% Paternities Established. As of 2/26/2024, we have expended $19,315.00 at a rate of $21.00 per person, amounting to approximately 920 samples processed. We anticipate achieving this year’s goal of 98.83% in Paternities Established.

The Child Support department is the fifth largest staffed department in Guilford County. The department desires to enhance the conference room equipment to increase our effectiveness in consultations with both the state’s Local Business Liaison (LBL) and Regional Human Services Program Consultant, which will increase our ability to effectively share pertinent data and information when on-site or when meeting virtually. Additionally, this enhancement will improve the effectiveness of service delivery when meeting with case participants and efficiently training our staff, in-person or virtually.
