BACKGROUND
background
Guilford County had been on a multi-year contract with American Emergency Vehicles through their dealer Northwestern Emergency Vehicles under bid #511 and subsequent renewals under contract #2193. That contract and all extensions have been executed.

The County Vehicle Replacement Plan, approved as part of the FY24 budget, included the purchase of new ambulance boxes for chassis' purchased in FY23 that were delivered at the end of the fiscal year, after Ford only fulfilled a portion of the original purchase. The vehicles being replaced will all have greater than 300,000 miles on them by the time these new units arrive. Emergency Services has worked with Purchasing to buy these ambulances through the HGAC Buy collaborative, which is resulting in a 21% savings over market rates. The approval is attached as well as the original quote.

The FY24 vehicle plan, combined with the carry forwards from FY23, will allow a total of nine (9) chassis (three (3) purchased in FY23 and six (6) purchased in FY24) to be upfitted with four (4) new boxes and five (5) to have an existing box to be remounted on new chassis (agenda item forthcoming for this). This is being done due to the dramatic increase in new ambulance box costs and a desire to work within budgeted funds for FY24.

Northwestern Emergency Vehicles is the North Carolina dealer for American Emergency Vehicles, both located in West Jefferson, NC. Also, the ambulance boxes initial fabrication is done in High Point, NC. By utilizing NC vendors, we are able to inspect units routinely during fabrication and upfit without undue burden or expense.
