BACKGROUND
Background
Guilford County and the City of Greensboro have shared ownership of the 800 MHz trunked public safety radio system from inception in 1995. Over the past decade, the system has undergone a number of system upgrades and enhancements.
Additionally, the City of Greensboro has served as the maintenance contractor for the system since inception. This has been handled through a series of amendments to the original contract 36460-04/95-211, and currently will be Amendment #15.
This amendment addresses the following: A five (5) year term of renewal to align with the City of Greensboro’s renewal of software agreements including 50% share of the annual maintenance agreement with Motorola, 50% share of third party vendor MCM Technologies and 50% share of Genesis. The Motorola agreement handles all the software and hardware support for a highly technical Land Mobile Radio (LMR) system. Specifically, the greatest threat to the public safety radio system is cybersecurity and these agreements make sure we have the latest updates to secure this critical infrastructure. The other agreements are for MCM Technologies which provides asset tracking of the system components and subscribers, and Genesis provides a software called GenWatch3 which allows for monitoring, management, and reporting on Motorola voice and data systems.
Additionally, the agreement allowed for the County to purchase in FY24 three (3) SeeHawk Monitor P25 Remote Test Units with spectrum analysis for interference testing of Distributed Antenna Systems (DAS) and Bi-Directional Amplifiers (BDA's) that could be detrimental to the function of the public safety radio system. The City has already purchased the equivalent amount of units to allow for a total of six (6) sites to triangulate interference on the system. These devices have been purchased and are currently being installed at County tower sites.
The agreement also includes a per radio charge for overhead for the Guilford Metro Technical Services division that has remained constant for many years, as well as time and materials repair of UHF and VHF paging systems. The contract includes the pricing from the third parties for the five (5) year term of the agreement.

The County pays a per radio fee of $106.24 for the number of county radios on the system as of July 1 of the fiscal year (actual count). This is the fee for overhead of the City of Greensboro radio shop, and for FY24 the count of radios is 2,417 for a total costs of $256,782.08, and has remained unchanged for many years (dating back at least a decade). Also, the City of Greensboro maintains the UHF and VHF paging systems used by EMS and County Fire; and serves as the primary maintenance vendor at a fee for unscheduled repairs of $55 per hour for FY24, increasing to $150 per year in FY25-FY28. These UHF and VHF paging devices have historically had very little needed repair.

Requested action
Approve revised Amendment #15 to the existing Interlocal Agreement with the City of Greensboro (Guilford County contract 36460-04/95-211), in substantial form, for annual maintenance to the shared ownership 800 MHz radio system. The revision to the agenda item previously approved by the Board on September 21, 2023 (2023-463), addresses the annual per radio costs of $106.24 for County radios on the system for the City of Greensboro as the maintenance contractor (which has remained unchanged), and the hourly shop rate for unscheduled repairs on UHF and VHF paging components for $55 per hour for FY24 and $150 per hour for FY25-FY28. For FY24, 2,417 county radios were on the system, for a total commitment of $256,782.
