BACKGROUND
Background
The County has purchased the facility at 1411 Lee’s Chapel Road for use as a Residential Recovery Center for citizens experiencing substance use disorder (SUD). To provide this service, certain modifications will be required to comply with the Division of Health Service Regulation (DHSR) requirements for licensure. Additionally, space modifications are needed to allow the proper operational configuration of the rooms to meet the service provider’s needs.
Due to the needs of the community, the Board of Commissioners has expressed a desire to complete this work in the most timely fashion. Therefore, staff have evaluated the procurement options for the design and construction needed to accomplish the facility modifications. We conclude that the Design-Build method of procurement would best serve the County’s needs for this work.
General statutes require the unit of government to establish written criteria to address the six (6) factors required by general statutes for determining whether the design-build procurement method is appropriate per G.S. 143-128.1A. Attached is a memorandum addressing the six (6) factors with the conclusion that Design-Build is the preferred delivery method.
