BACKGROUND
background
In May 2020, the Board of Commissioners approved a service contract totaling $4,744,478 per year to WellPath, LLC, to provide health services for inmates housed in the Guilford County Jail Central (Greensboro) and High Point Detention Center for (3) years. The initial contract began on July, 1, 2020. The terms of that contract provided that each new contract year (beginning July 1, 2021) was subject to an increase in the amount of three percent (3%), with an option for two (2) additional one-year renewals upon written agreement of both parties.

An amendment was entered into on March 1, 2022 due to additional staffing needs and wage increases, which increased the pricing and maximum financial exposure to the County in the total amount of $827,000 in FY22 and $3,243,094 in FY23, for a total increase of $4,070,094, separated between the two (2) contracts (Sheriff’s Office and Juvenile Detention). The total maximum exposure for FY23 is $8,355,766 for both contracts (Sheriff’s Office and Juvenile Detention).

Adult Detention - Applying the 3% increase adjusts the base annual compensation amount (FY23) from $7,877,691 to $8,114,022 annually for FY24, or $676,168.51/month

Juvenile Detention - Applying the 3% increase adjusts the base annual compensation amount (FY23) from $478,075 to $492,419 annually for FY24, or $41,034.81/month.

Total Increase for FY 2024: Sheriff’s Office- $236,330
Juvenile Detention- $14,343

In addition, this includes twelve (12) months for a Medication-assisted treatment (MAT) program at an additional cost of $260,000. The total for the contracts for the Sheriff's Office and Juvenile Detention Center is $8,866,441, with an additional $575,000 in Catastrophic/CAP. Funding is included ...
