BACKGROUND
Background
The City of High Point is working in partnership with the Southwest Renewal and the PTRC to apply for State ARPA recovery funds through: The Local Assistance for Stormwater Infrastructure Investments Fund, administered by the NC Department of Environmental Quality (NC DEQ's) Division of Water Infrastructure.
High Point is seeking 7.M in grant funding to Install Stormwater Management Measures at the headwaters of Richland Watershed in inner-city southwest High Point (US Census Tract 143) by developing W. Green Drive into a Green Street from S. Main Street to W. Taylor Ave. (approximately 3/4 mile) using US EPA guidelines.
The goals of the project is to:
Prevent Flooding
Reduce Stormwater Quantity
Improve Stormwater Quality
Clean the Water in Richland Creek-- NOW IMPAIRED (at the headwaters of Richland Watershed which emerges
1 ½ blocks south - a water source used for drinking in much of Guilford County)
Located in a Disadvantaged Area
Help District meet NC Air Quality Standards
Create Resiliency to the Effects of Climate Change (precipitation predicted to increase in winters)
Uses Nature-Based Solutions
Includes Public Education (1st green street in High Point)
Encourage Economic Development
Raise Quality of Life
Increase Public Safety
Once complete, the project will also contribute to the neighborhood revitalization, offering a brand new, green, tree-lined street scape, safer and more attractive pedestrian spaces, better access to nature and the Richland Creek Watershed, and access to the new Southwest High Point Greenway.
No financial commitment of the county is required.

RESOLUTION
Resolution
WHEREAS, the City of High Point is an eligible local unit of government to apply to the new NC Local Assistance Storm Water Infrastructure Investment Funds; and
WHEREAS, a resolution of support by Guilford County has the potential to substantially raise the per project cap amount for this grant; and
WHEREAS, no match is required for this grant application; and
WHEREAS, the City of High Point will be administering this grant and project if awarded; and
WHEREAS, the High Point W. Green Drive Green Stormwater Infrastructure (GSI) project will be a fitting redevelopment of a key city arterial in a distressed part of
the city that has been facing long-standing issues for decades with decayed infrastructure, flooding, and non-point source watershed pollution; and
WHEREAS, the City of High Point has identified the need to install Stormwater Management Measures on W. Green Drive located at the headwaters of Richard Watershed in inner-city southwest High Point (QCT #143);
WHEREAS, by reducing, redirecting, infiltrating, and treating stormwater runoff, the project will be a critical tool to bring stormwater sewers in the neighborhood
closer to current standards, reduce flooding in city streets, and target non-point stream impairment at its most critical location, the headwaters; and
WHEREAS, the project is being planned and designed in accordance with the most innovative guidance for GSI infrastructure from the NCDEQ, EPA, and FEMA, and
municipal GSI innovators from across the country; and
WHEREAS, once complete, the project will also contribute to the neighborhood revitalization, offering a brand new, green, tree-lined streetscape, safer and more attractive pedestrian spaces, better access to nature and the Richland Creek Watershed, and access to the new Southwest High Point Greenway;
BE IT RESOLVED, that the Guilford County Board of Commissioners hereby supports this application by the City of High Point.
