BACKGROUND

Background

The FY2023 Juvenile Crime Prevention Council (JCPC) Funding Plan requires two (2) changes:

1)  After adopting the FY2023 Juvenile Crime Prevention Council (JCPC) funding plan, one of the funded organizations (Alexander Youth Network) notified the JCPC it would be ending a funded program effective June 30, 2022 (the ASAP Residential Substance Use Program).  The ASAP Program provided residential substance abuse treatment to male youth ages 12 - 17 that have substance abuse concerns.  The funds will be reallocated to existing JCPC awardees in line with requested funds.  To reallocate the funds, the JCPC and BOCC must temporarily amend the approved JCPC funding plan to transfer $7,000 to the administrative budget.  The JCPC will bring forward a recommended reallocation at a future meeting.  No additional County funds are required.

2)  The North Carolina Department of Public Safety (NCDPS) awarded an additional $42,952 to One Step Further's Teen Traffic Court Pilot Project.  The program will serve 16- and 17-year old youths charged with certain traffic infractions and misdemeanors and proposes to serve 500 youth during FY2023.  This is an expansion to an existing JCPC awardee, resulting in a budget amendment of $42,952.  No additional County funds are required.

Staff and the JCPC recommend approval of both items.
