BACKGROUND

Background

Section 15.5-6 of the Guilford County Solid Waste Ordinance authorizes the Board of Commissioners (Board) to require a solid waste collection license for anyone engaged in the collection of solid waste in the unincorporated area of Guilford County, and in accordance with a Customer Bill of Rights that sets forth minimum solid waste hauler performance standards.  The Board also may set a maximum solid waste collection fee that may be charged per household for such services.  The most recent solid waste collection license renewal for the three haulers (Republic Services, GFL Environmental, and Randolph County Garbage Service) currently licensed to collect solid waste in the unincorporated area of Guilford County was approved by the Board on May 5, 2022 and maintains the maximum fee of $21.50 set in 2019.

 

At the Board's July 14, 2022 work session, the following solid waste collection fee increases were requested for once per week garbage and twice per month recyclables service at the curb (see attached):

 

Republic Services from $21.50 to $26.56 with proposed CPI-U adjustment - backdoor service currently set at an additional $3/month;

GFL Environmental  from $21.50 to $26.05 with proposed CPI-U adjustment or $27.35 without proposed CPI-U adjustment - backdoor service currently set at an additional $3/month; and

Randolph County Garbage Service from $18.50 to $21.50 (includes $2/month container fee) - backdoor service currently set at an additional $7/month.

 

Cost information submitted and classified by the hauler as confidential trade secret information protected from disclosure to the public will be distributed to the Board of Commissioners for review.

 

Although not required, the Board of Commissioners will hold a public hearing to solicit public input as part of its consideration of increasing solid waste collection hauler fees (as requested above).
