BACKGROUND

Background

Guilford County received Federal funding allocations in spring 2021 from the U.S. Department of the Treasury for the Emergency Rental & Utilities Assistance (ERUA) Program to assist households that are unable to pay rent and/or utilities due to the COVID-19 pandemic under two programs, Emergency Rental Assistance (ERA) 1 and ERA 2.  Treasury has subsequently offered ERA recipients two opportunities to request additional allocations of ERA 1 funds in February and May 2022.  The original ERA 1 allocation totaled $7,252,721.90 in Spring 2021, with up to 10% useable for administrative expenses, and the County received an additional $447,168.06 in February 2022 for a total of $7,699,889.96.

 

In May 2022, the Treasury provided another opportunity for ERA recipients to request additional allocations of ERA 1 funds from recipients who either were underspending or had voluntarily given up part of their allocations.  A primary goal of the reallocations is to spend all ERA 1 funds nationwide by the September 30, 2022 deadline.  The County applied for some of these funds and received notice of receipt of an additional $427,469.91 in reallocation on July 18, 2022.  The deadline to spend these additional ERA 1 funds remains September 30, 2022. 

 

A budget amendment is needed at this time to spend these funds since they are in addition to the ERA 1 amount initially received.  This additional allocation will increase Federal ERA 1 funding to $8,127,359.87 and total Federal and State ERA funding to $50.3 million.

Requested Action

Approve receipt of the additional funding allocation from the US Department of the Treasury for the Emergency Rental Assistance 1 (ERA1) program and amend the Emergency Rental Assistance 1 (Federal) grant project ordinance with an increase of $427,470 in Federal/State Revenue and an increase in appropriation to the Emergency Rental Assistance 1 (Federal) grant project ordinance, in the same amount.
