BACKGROUND

Background

The North Carolina Department of Agriculture and Consumer Services Division of Soil & Water Conservation has awarded Guilford County $150,600 (est. avg. $100/ft. for length of the two stream segments approx. 1500 ft.+/-; est. 1506 ft x $100/ft. = $150,600) in grant funds to conduct vegetative debris removal activities on an unnamed stream(s) near Lake Townsend (see map). The project, as part of the StreamFlow Rehabilitation Assistance Program (StRAP), protects and restores the integrity of North Carolina’s drainage infrastructure, clearing waterways, reducing flooding, and protecting people’s property before the next big flood event happens.  In establishing StRAP, lawmakers gave authority to supervise and administer the program to the state’s Soil and Water Conservation Commission, working closely with the Division of Soil and Water Conservation within the North Carolina Department of Agriculture and Consumer Services.

 

Fifty percent (50%) of awarded funds must be encumbered by February 28, 2023. The contract is effective through December 31, 2024.  While there is no Guilford County match required, grant documents are requested back to the State no later than August 20, 2022.  The Guilford Soil & Water District Board of Supervisors approved the grant and directed staff to proceed accordingly with proper execution of grant documents/project during a special meeting on Monday July 25, 2022 (see draft minutes attached).

Approve receipt of a grant award from the NC Department of Agriculture and Consumer Services Division of Soil & Water Conservation in the amount of $150,600 to conduct vegetative debris removal activities on an unnamed stream(s) near Lake Townsend; and adopt the Lake Townsend NC StreamFlow Rehabilitation Program (StRAP) grant projects fund project ordinance (see attached).
