BACKGROUND

Background

The Guilford County Sheriff’s Office (GCSO) was awarded two (2) grants through the FY2022-23 Governor’s Highway Safety Program (GHSP) totaling $245,500.

 

The first award provides 25% funding for the 5-position DWI Taskforce and 1-position DWI Educator program, which combined include four (4) GCSO Sheriff Deputies (one sergeant, one corporal, one deputy, and one DWI Educator) and two (2) High Point Police Officers.  The federal funding for this award is $170,504, while the local funds are $511,510, split between Guilford County ($312,510) and High Point ($199,000).  The total annual cost of the program is $682,014.

 

These programs address traffic-related issues such as unrestrained drivers, children, speeding, and motorist driving while impaired, and offers community education on these issues.  Grant funding assists with salaries and benefits for all supporting taskforce officers, alcohol blood testing kits, Air Card services, and in-state/out-of-state training and travel costs for taskforce members.  This is the thirteenth year of funding for this program

 

The second award provides 50% funding to continue two (2) additional Guilford County multi-agency DWI Taskforce members, bringing the total number of GCSO staff partially funded by the DWI Taskforce grants to six (6).  The federal funding for this award is $94,720, while the local funds are $94,720, fully funded by Guilford County.  This program funds two (2) Deputy Sheriff positions and other operating expenses for the officers. This is the sixth year the county has received this grant funding.  The total annual cost of the program is $189,440.

 

Combined, the two (2) programs cost a total of $871,454, comprised of federal funds ($265,224), County funds ($407,230), and other revenues (High Point - $199,000).  The awards will end September 30, 2023, and the positions funded by the awards are time-limited, subject to available grant funds.  GCSO intends to seek additional federal funds to continue the programs beyond September 30, 2023.  Any future required County funds will be requested in the FY2023-24 budget.

 

Staff recommend accepting both awards, approving the associated resolutions as required by the funder, and adopting the associated project ordinances.

Requested Action

 Approve receipt of both FY2023 Governor's Highway Safety Program (GHSP) awards for  a) DWI Taskforce and DWI Educator program and b) DWI Taskforce additional personnel.  Adopt attached associated resolutions, adopt Grant Project Ordinance for FY2023 DWI Taskforce and DWI Educator Grant for the purpose of providing funding four (4) Sheriff’s Deputy positions and adopt Grant Project Ordinance for FY2023 DWI Taskforce Additional Officers Grant to continue funding for two (2) Sheriff’s Deputy positions.
