BACKGROUND
Background
Per North Carolina General Statute §159-24, the County is required to appoint a Finance Officer to hold office and carry out the duties prescribed by law. The Board may also approve a resolution designating individuals as Deputy Finance Officers. Guilford County currently has two (2) Deputy Finance Officers and recommends that these duties be granted to both positions to allow for redundancy in coverage.

RESOLUTION DELEGATING CERTAIN AUTHORITY TO DEPUTY FINANCE OFFICER
WHEREAS, pursuant to North Carolina General Statute §159-24 the County is required to appoint a Finance Officer to hold office and to carry out the duties prescribed by law; and
WHEREAS, there may be specific instances when the Guilford County Finance Officer may not be able to personally approve or have sufficient technological access to approve certain actions or to execute pre-audit certificates, as such are required by G.S. §159; and
WHEREAS, G.S. §159-24 authorizes the County to designate one or more employees or officials as Deputy Finance Officers, thereby enabling them by delegation by the Finance Officer to have the powers and duties of the Finance Officer as established in G.S. §159-25; and
WHEREAS, the Board of Commissioners is of the opinion that John Barfield, Deputy Finance Director, and Kimberly Slusher, Deputy Finance Director, possess the requisite knowledge in their respective positions, and have the experience and qualifications to serve as “Deputy Finance Officer” for Guilford County; and
