BACKGROUND

Background

The current cardiac equipment used by Guilford County EMS was originally purchased in FY 2011-12 and FY 2012-13 with an anticipated useful life of five to seven years, and were placed in the Capital Improvement Program (CIP) for replacement in FY 2018-19.  These devices were not funded over the last three (3) years.  Maintenance cost of the existing devices, as well as reliability, is now becoming an issue.  This purchase is to replace the "first line" monitors used daily on ambulances, and will allow the County to pursue a bid process in a future year to replace this equipment and other devices that have a serviceable life of 5-7 years, looking at several financing or leasing options.  The "switch out" of this equipment is advantageous for a number of reasons, including no disposable equipment replacement, identical functionality of existing equipment, and no training of staff required

 

Functions these devices provide:  cardiac monitoring in 3 lead and 12 lead, biphasic defibrillation, external cardiac pacing, automated BP, pulse oximetry, end tidal CO2, 12 lead transmission, bluetooth upload, integration with CodeSTAT.

 

The money for this purchase was originally for vehicles and other capital in the FY 2021-22 Emergency Services budget, but due to significant production issues, ordering of those vehicles was not available.  This "highest priority" need was discussed with County leadership and funds moved for this capital purchase.

 

Guilford County Purchasing evaluated a direct quote from Stryker and approved, through the NASPO cooperative purchasing program-Master Contract No. OK-SW-300 with additional price reductions through negotiations, Stryker offered more favorable pricing to the County.

Approve purchase of thirty-five (35) multi-function cardiac monitors from Stryker Emergency Care, located at 2825 Airview Blvd, Kalamazoo, MI 49002, in the amount of $727,501.25 total, or $20,785.75 per device.
