BACKGROUND
Background
The Guilford County Sheriff's Office was awarded 2021 GC STOP grant funding in the amount of $478,031 to assist justice served individuals in connecting to needed treatments, harm reduction programs and other support services upon release. The Sheriff's Office contracts with UNC-Greensboro to provide services through the GC STOP program and grant funding will be used towards a portion of the salaries and fringe benefits for Deputy Sheriffs who currently work collaboratively with the STOP program to provide assistance, oversight and education.

The Board of Commissioners previously approved this grant and associated positions at the 6/17/2021 Board Meeting. Due to system and account issues, the revenues were deferred from FY21 to FY22 due to the timing of the original grant receipt, near the close of FY21.

Funding will also be used to fund existing grant programs (Pretrial Diversion Court Advocate and Linkage Coordinator) within the Sheriff's Office that will also collaborate with the GC STOP Program. Additionally, grant funding will be used to cover UNC-Greensboro's negotiated indirect cost rate ($13,643) and will be used towards the purchase of 3,500 doses of Naloxone ($202,063) for program participants.

Requested Action
Approve budget amendment to appropriate 2021 GC STOP grant funding in the amount of $478,031; increase Federal/State Revenue by $478,031 and increase the FY 2020-21 Law Enforcement budget by the same amount to fund the program including: existing grant positions, UNCG Administrative costs and purchase of 3,500 doses of Naloxone for program participants.
