BACKGROUND
background
During the November 2, 2020 Guilford County Board of Commissioners Work Session, Commissioners approved Guilford County assuming the role of Collaborative Applicant for the Guilford County Continuum of Care (CoC); authorize staff to take all necessary measures to enter into a Memorandum of Understanding (MOU) with the CoC and Partners Ending Homelessness to facilitate the transition; to take all reasonable and necessary actions to file a new Collaborative Applicant profile and complete the CoC program registration in esnaps; and establish a position to help coordinate program activities. During this meeting it was also discussed that Partners Ending Homelessness would continue to be the Administrative Agent effective January 1, 2021 through June 30, 2022 and the MOU was approved to be signed.

A grant application was submitted to Housing and Urban Development (HUD) from Partners Ending Homelessness for Continuum of Care planning activities. Now that Guilford County has been legally identified as the collaborative applicant, PEH can no longer draw down direct funding from HUD. Guilford County, as the Collaborative Applicant will be responsible for drawing down funding from HUD for required COC activities.

Notification was received effective January 1, 2022, PEH will no longer be able to receive funding directly from HUD for COC planning activities. It will become the responsibility of Guilford County to receive funding and distribute to PEH for reimbursements of activities related to the COC.

A new contract is required to allow PEH to become a sub-recipient of HUD funding through Guilford County as the Collaborative Applicant, associated with grants designated for COC planning activities.
