BACKGROUND

Background

Guilford County will receive approximately $20 million in additional Emergency Rental and Utilities Assistance (ERA) funds from the state to assist citizens that are unable to pay rent and/or utilities due to the COVID-19 pandemic.  The City of Greensboro has expended its state funding due to an overwhelming need for rental and utility assistance for city residents. In order to continue the County's support of the City of Greensboro's ERA program, the County and the City have entered into a memorandum of understanding (MOU) allowing an initial allocation of $2 million of this ERA funding to the City to be used exclusively for rental and utility assistance, with further distributions of up to $10 million to be made based upon monthly reimbursement requests for expenses that meet ERA requirements and include all required reporting information.

Requested Action

Authorize County Manager to enter into Memorandum of Understanding, with similar terms and conditions as attached, with the City of Greensboro, to transfer up to $10,000,000 in Emergency Rental and Utilities Assistance (ERA) state funding from the Guilford County's allocation to the City of Greensboro to continue administration of its ERA program.
