BACKGROUND

Background

The Guilford County Board of Health originally adopted rules governing health hazards on December 1, 1969, with the most recent amendments effective July 1, 2000.  Portions of these rules have become unnecessary due to the adoption, revision and enhancement of the County's Solid Waste Ordinance, which comprehensively covers the handling and enforcement of solid waste issues and makes the solid waste portion of the Regulations Governing Health Hazards and Potential Health Hazards in Guilford County redundant.  The requested changes to this regulation will remove the solid waste portions of the ordinance and make changes to the rodent control and uncontrolled vegetation rules.

The Guilford County Board of Health enacted rules governing the construction, repair and abandonment of wells on June 1, 1989 to help protect Guilford County's groundwater resources.  In the years since their adoption, these rules have been amended to reflect changes to state rules and provide added protection to groundwater supplies, based on local needs.  The requested amendment will align Guilford County Well Rules with the most recent revisions to state rules and simplify certain requirement for Certified Well Contractors to interpret and implement these rules less complicated and more straightforward.
