BACKGROUND
background
Please find attached a list of DHHS-DSS FY 2021-22 agency service contracts for amounts over $200,000 requiring Board approval. The list of contracts consists of vendors which provide In-Home Aide, Adult Daycare and Adult Day Health services for Aging and Adult population and Room and Board for children in foster care in Guilford County.
When children are in the custody of DSS, the agency has a legal obligation to provide the most appropriate placement for the child. This placement must be able to address social, well-being, emotional and behavior needs of the children. Since agencies have the authority to accept children based on availability of beds, whether a child will fit into their current population and/or their needs, DSS needs an adequate pool of resources to address our ongoing placement needs. A contract with each of placement facilities is an endorsement by our agency. The contract spells out expectations and sets a standard rate for our children. The costs are based on the state approved Medicaid and/or Room and Board rates, along with administrative cost. This service is mandated by state and federal statutes.
Our agency contracts with In-Home Aide (IHA), Adult Daycare and Adult Day Health providers. In-home aide services support aged and disabled adults in Guilford County who are vulnerable and at risk for premature placement in a long-term living facility, due to their inability to independently meet their personal care needs.
IHA services allows individuals to remain at home with their caregivers and decreases the instances of Adult Protective Services reports to DHHS - DSS. Adult Daycare services support the personal independence of older adults and promote their social, physical and emotional well-being. Without these services, disabled and older adults would be at significant risk for social isolation without daily supervision and participation in activities.
These are mandated services that must be provided by all county DSS departments.

requested action
Approve allocations and authorize DHHS-Division of Social Services to take all necessary actions to execute agency services contracts and make adjustments to agency service contracts where amounts are expected to exceed $200,000, in accordance with the attached list. The contract period for these contracts will begin July 1, 2021 and end June 30, 2022.
