BACKGROUND

Background

The budget amendment is to align Transportation Federal and State revenue amounts with approved award amounts.

 

Section 5307 Grant Funding

The City of High Point awarded Guilford County Transportation an additional $5,000 under the Section 5307 grant, which brings this total grant amount from $35,000 to $40,000.

The City of Greensboro reduced the award amount of the Section 5310 grant by $957, which brings this total grant amount from $35,000 to $34,043. Our agency is waiting on the official contract letter for this change.

 

These changes result in a net increase of $4,043.

 

ROAP Funding

The Rural Operating Assistance Program (ROAP) grant funded by NCDOT/IMD is available to community transportation systems for operating assistance for the elderly and disabled, employment transportation and the general public.  House Bill 77 was passed to cut all funding for the ROAP (Rural Operating Assistance Program) for FY 2020-21. The amount of ROAP funding allocated to the Transportation Department for FY 2019-20 was $481,193.02. Guilford County DHHS- Transportation department will receive zero dollars during 2020-21 fiscal year.  A letter is attached for reference.

 

This change results in a net decrease of $481,193.

 

 

CARES ACT funding

Under the CARES ACT, Guilford County Transportation department received the following notification of allocations/awards:

                     $95,000 from the City of Greensboro MPO (appropriated in August 2020)

                     $250,000 from the City of High Point MPO

                     $894,708 from NC DOT under the 5311 Admin grant

                     $73,318 from NC DOT / DHHS for transportation to and from vaccination sites (appropriated in February 2021)

 

None of this funding through the CARES Act requires a local match and all unused funding can be rolled over into the FY 2021-22 budget.

Combined, this funding will be used to offset the shortfall in revenue from loss of funding for the FY 2020-21 ROAP allocation.

 

These changes result in a net increase of $1,144,708 from funding not previously appropriated.

 

American Rescue Plan Act (ARPA)

Under the American Rescue Plan Act, Guilford County Transportation department received the following notification of allocations/awards:

                     $14,252 from the City of High Point

                     $200,000 from the City of Greensboro

 

None of this funding associated with ARPA funding will require a local match. Included are letters from each transportation entity with award amounts.

 

These changes result in a net increase of $214,252.

 

Overall, these adjustments reflect new, unappropriated funding totaling $1,363,960 which is offset by the decrease in the ROAP grant of $481,193 resulting in a net revenue change of $881,810.

Requested Action

Approve increase of $881,810 in Federal/State Revenue and increase the FY 2020-21 Transportation - Human Services budget by the same amount to reflect the loss of revenues from ROAP funding and additional revenues received through City of Greensboro and City of High Point from Section 5307 grants, CARES Act funding, and ARPA funding for transportation services.
