BACKGROUND
Background
Guilford County Purchasing solicited proposals from consultants to perform a Disparity Study of Guilford County. Three (3) proposals were received and a qualifications-based selection process was conducted. The committee selected Griffin & Strong, P.C., of Atlanta, GA for recommendation to proceed with negotiating the scope of work and compensation. On November 12, the committee voted unanimously to recommend approval of the agreement with Griffin & Strong, P.C. to the Board of Commissioners.
The recommended scope of work includes the following services and deliverables:
· Conduct a Disparity Study of Guilford County’s contractual awards in construction, goods, services and architectural and engineering services for the past five (5) year period of July 1, 2015 through June 30, 2020.
· Data collection and analysis
· Policy analysis
· Legal analysis
· Recommendations
· Final report and presentation of findings to the Board of Commissioners
The project schedule is approximately 12 - 18 months from the starting date. The project team includes three North Carolina MWBE firms. BLWall Consulting, of Wake Forest, NC, will perform the Policy Review and conduct the Focus Groups work. McCants Communications Group, Inc., and AJOY Consulting, LLC, both of Greensboro, NC, will perform the Anecdotal Interviews portion of work. MWBE participation is 100%, as Griffin & Strong, P.C. is a certified MBE firm. The MWBE sub-consultant participation is 16.29% of the total project.

Budget Impact
The FY 2020-21 budget includes $200,000 for funding the first year of the agreement. Additional funding for future year(s) will be included in the FY 2021-22 budget request.
