BACKGROUND
Background
The Guilford County Sheriff’s Office has coordinated ministry services to the detainees of the Greensboro and High Point facilities for over 30 years. UNITE Greensboro is the long term ministerial provider to the Greensboro Jail. Guilford County has participated in funding this organization for over 5 years. The ministry has recently added a part-time employee to assist the Guilford County Sheriff's Office's re-entry efforts. At the request of Sheriff Rogers, UNITE Greensboro Jail Ministry, Inc has expanded its services to now includes the High Point Jail effective January 1, 2020. The County, the Sheriff's Office and the Ministry wish to formalize this long-standing relationship with the attached contract and policies. All parties recognize this is a desirable "best practice". This change represents a $20,000 increase in cost annually from $80,000 to $100,000 ($50,000 per jail) for the term of the contract ending June 30, 2024. The additional funding was included in the FY 2020-21 adopted budget. The increase reflects the needs of the ministry and the expanded scope of services provided to detainees of all faiths.
UNITE Greensboro Ministry, Inc, is a 501-3(c) corporation that provides multi-denominational ministry to detainees, while assisting in family interaction and re-entry services.

Requested Action
Approve multi-year contract with UNITE Greensboro Ministry, Inc., in substantial form, for purposes of contracted jail ministry, for a term of four years for a total amount of $375,000. (75,000 for year one; and 100,000 per year for years 2, 3 and 4) Funding for year one was included in the FY 2020-21 budget.
