BACKGROUND
Background
Up until July 1, 2009, employees who were hired or rehired as regular employees with Guilford County benefits were eligible to continue their insurance coverage after retirement at various contribution levels. Because employees rehired after 7/1/09 are not eligible to continue insurance at retirement, retirees who wanted to return to the County in a capacity other than as an hourly, as-needed employee were discouraged from doing so, because the insurance benefits for which they qualified before they retired would not be available to them when they retired again.
The current employment market makes it difficult to recruit personnel with extensive knowledge and experience. Since 30-year retirees already qualified for the maximum benefit available, it is proposed for the retiree resolution to be changed in such a manner as to allow 30-year retirees who are rehired after retirement to a full-time capacity to preserve their eligibility for insurance benefits at the 30-year rate after a subsequent retirement. This benefit would only be eligible for those who qualified for the 30-year rate through a combination of creditable service and unused sick leave credit. Retirees whose contribution level was accelerated to 30 years through a Voluntary Enhanced Retirement would not be eligible to return to full-time employment under these terms.
