BACKGROUND

background

When SARA Title 3 was approved in 1986, Guilford County began a hazardous materials response team with a number of hourly employees.  Over the years, the requirements for maintenance of credentials and maintaining an adequate response force, has become a increasing challenge.  The majority of local fire departments only have awareness or operations level hazardous materials response, but do not maintain Hazardous Materials Technician level credentials and equipment caches.

 

This agreement allows the county to leverage the response capacity of the City of Greensboro Fire Department which has two fully equipped and trained teams.  The County will supplement response with R50 and Sq250.  The terms of the agreement are to pay the City $30,000 per annum as a retainer with a $1000 annual increase.  The County will also bill under the existing fee structure to the responsible parties, and distribute the proceeds to response agencies.

Approve contract, in substantial form, with the City of Greensboro for hazardous materials response to all contracted areas of Guilford County, to be effective July 1, 2020 for an initial term of three (3) years with two (2) one-year renewals.
