BACKGROUND

Background

Funding was made available to states and certain local governments under section 601(a) of the Social Security Act, as added by section 501 of the Coronavirus Aid, Relief, and Economic Security (CARES) Act.  The CARES Act established the Coronavirus Relief Fund to be used for necessary expenditures incurred due to the COVID-19 public health emergency that were not accounted for in the budget most recently approved as of March 27, 2020 for the State or government.  These necessary expenditures must be incurred during the period beginning March 1, 2020 through December 30, 2020.

Examples of eligible expenses include:

                     Medical expenses

                     Public health expenses

Payroll expenses (i.e., overtime costs for public safety, public health and other similar employees)

Actions to facilitate compliance with public health measures

Expenses associated with provision of economic support

                     Other COVID-19 related expenses

The Guilford County COVID-19 Policy Team has developed a four part funding strategy that will address: expense reimbursement for funds already spent in the County's response to COVID-19; mitigation and preparedness costs for future COVID-19 needs; Community Lifeline Support and Local Business Support.
