BACKGROUND

Background

The Low-Income Energy Assistance Program (LIEAP) will be issuing a one-time supplement payment for all households that were approved for LIEAP benefits during the 2019-2020 application period. The one-time supplements are a result of excess LIEAP funds that were not utilized during the LIEAP season. Supplements will be paid directly to the household’s primary heating vendor. The supplement amounts will be based on household size and approved LIEAP benefit amounts.

Guilford DHHS-Division of Social Services has received the energy funding authorization for FY 2019-20 with additional funding in the amount of $58,760.91. This additional funding will assist citizens of Guilford county with heating and cooling issues. During the 2019-20 LIEAP season, 6,307 Guilford county citizens were approved to receive funding for heating and cooling costs through this program.  Each of these households will receive the one-time additional funding. Total funding for the LIEAP program for FY 2019-20, including this additional amount is $2,287,055.91. LIEAP payments are paid directly to the vendors.

Requested Action

Approve an increase in Federal/State funds by $58,761 and increase the FY 2019-20 Health and Human Services (Social Services) budget by the same amount to reflect additional funding authorization for the DHHS-Division of Social Services FY 2019-20 energy program.
