BACKGROUND
Background
Guilford County Emergency Services has identified the need for a dedicated, free-standing vehicle decontamination & wash station at the new Maintenance & Logistics Facility on Pepperstone Drive due to the increased need for decontamination and thorough cleaning of EMS vehicles in the COVID-19 pandemic. The County received CARES funds that can, in part, be used to provide additional capacity for COVID response including cleaning and decontamination of equipment used to care for and transport potential COVID patients; these funds will be used for this project. The original EMS Maintenance & Logistics Facility project scope included provisions for a truck wash/unit decontamination area, but it was not included in the original bid package as an alternate or in the base project. This newly proposed station will be a stand alone project and will require architectural design and engineering, permitting, equipment acquisition, construction, and acceptance testing.

The county will follow NC purchasing rules in soliciting the various components of the project, and provide updates to the Board of Commissioners, as required by statue. The use of this vehicle decontamination facility will ensure the cleaning of ambulances to a high level to protect the public from risks, and allow logistics staff to have more time for unit restocking and other disinfection processes.

Requested Action
Approve an EMS Vehicle Decontamination Station capital project ordinance in the amount of $636,000 to be funded with $636,000 in Federal / State Revenues from CARES Act funds in the Community Development & Recovery Fund for construction of a vehicle decontamination facility to be located at 1205 Pepperstone Dr., Greensboro, NC 27406. This decontamination station will enable more efficient and effective cleaning and disinfecting of EMS vehicles used to respond to and transport patients in the COVID-19 pandemic.
