BACKGROUND
background
Guilford County and the City of Greensboro have shared ownership of the 800 MHz trunked public safety radio system from inception in 1995. Currently the system is undergoing a number of system upgrades and enhancements that have occurred over the past seven years. This is the final phase of those enhancements and includes the replacement of legacy microwaves at a price of $780,000. The County portion of the capital upgrade is 50% or $390,000 and has previously been approved in the Capital Improvements Plan (fund 300212). This would also include final change orders from the Migration Assurance Program (MAP) for ~$50,000 county share.

Additionally, the City of Greensboro has served as the maintenance contractor for the system since inception. This has been handled through a series of amendments to the original contract 36460-04/95-211, and currently will be Amendment #13. This amendment addresses the following: 50% costs share of capital costs of microwave, 50% share of the annual maintenance agreement with Motorola, time and materials repair of paging systems, 50% share of third party vendor Mission Critical Partners, LLC, and agreed upon overhead for the Guilford Metro Technical Services division. Motorola also included maintenance agreement pricing for FY21.

Typically, these agreements are handled at the inception of a budget year, however the City of Greensboro and Motorola have only recently agreed to terms of the maintenance agreement.

Funding for this project have been previously approved through the Capital Improvement Plan and capital project ordinances. Funding for maintenance is included in the Emergency Services budget.
