BACKGROUND
Background
The 5310 Enhanced Mobility of Seniors and Individuals with Disabilities grant for 2019-20 has been reduced from $202,000 ($101,000 of federal funds and $101,000 of local funds) to $102,710 ($51,355 of federal funds and $51,355 of local funds). This grant is used to transport the elderly and disabled citizens of Guilford County. At the full grant amount, Guilford County would provide about 6,500 elderly and disabled trips annually. Under general county policy, the county does not absorb a reduction in outside funding. However, the drop in federal funding could mean a reduction of about 20% in the number of annual trips. This resolution seeks to maintain total funding for elderly and disabled trips at the original level by not reducing the current amount of county funds allocated for the service and budgeting revenue from the upcoming sale of retired Transportation vehicles ($30,000) and increasing the amount of anticipated vacancy savings ($20,000).

Adjust the Transportation budget to account for a reduction of $49,645 in the federal portion of the 5310 Enhanced Mobility of Seniors and Individuals with Disabilities Budget by decreasing Federal/State revenues by $49,645, increasing Other Revenues by $30,000 (anticipated proceeds from the sale of retired vehicles) and decreasing the FY 2019-20 Transportation budget by $19,645 (to account for additional lapsed personnel savings); and Approve (revenue) Grant agree...
