BACKGROUND

Background

At the September 21, 2017 Board of Commissioners meeting, PNP Design Group was selected as the architect for the Guilford County Animal Shelter based on the recommendation from the selection committee for Bid Event #574.  On October 1, 2017, Contract #582 was issued to PNP for A&E services.  This contract expires September 2020.

To date, PNP has been paid $193,000 including Purchase Order #179152 in the amount of $20,000 for a needs assessment study and Purchase Order #180640 in the amount of $173,000 for 30% design services (Phase 1).

PNP has submitted the attached proposal for additional design services to continue through 100% design, bidding, negotiation and award (Phase 2) in the amount of:

Construction Drawings (100% design)                                          $598,000

Bid and Contract Assistance                                                               $  45,000

Reimbursable Expenses Allowance                                          $    6,000

Total                                                                                                                                                   $649,000

Additional services are anticipated for Construction Administration once bidding is complete.  These fees are considered reasonable at 5.6% of the overall project budget of $14.8 million.  Typical A&E fees would be anticipated at approximately 8% of the overall project budget.  The Board of Commissioners approved a capital project ordinance of $14.8 million at their September 20, 2018 work session.
