BACKGROUND
Background
The FY 2018-19 adopted budget included an estimate of Home and Community Care Block Grant (HCCBG) funding for aging adult in-home aide, transportation, and other services for seniors such as adult day care, group enrichment, community nutrition and home delivered meals, senior center operations and housing assistance. The service providers under this agreement are the Adult Center for Enrichment, Inc. d/b/a Well-Spring Solutions, Emmanuel Senior Enrichment Centers, Community Housing Solutions, Guilford County Social Services, Guilford County Transportation and Senior Resources of Guilford. The HCCBG funding was updated in August 2018 to reflect the actual funding plan for FY 2018-19 and again in October 2018 and January 2019 to reflect the updates to that funding plan. An additional update has been received by the county in June 2019.

Total updated Block Grant Funding for FY 2018-19 is $2,593,917 plus $144,762 in Department of Agriculture NSIP funding, a decrease of $21,000 from the revised plan approved in March 2019. The required local match of $288,213, a decrease of $2,333 from the revised plan approved in March, will be reflected through changes in in-kind services and existing county funding. This match includes the use of county funds to cover the required local match for Well-Spring Solutions, Emmanuel Senior Enrichment Centers, and Community Housing Solutions as requested by Well-Spring Solutions.
