BACKGROUND

background

The City of Greensboro and Guilford County jointly funded a community assessment in 2018 by Cure Violence.  Cure Violence is a program designed to address, reduce and eliminate violence in communities.  Following receipt of the assessment report, elected officials and staff from the City of Greensboro and Guilford County have evaluated various options to structure and administer the program.  One Step Further (OSF), a local non-profit organization was identified to manage the program. 

Two (2) agreements were developed to outline the duties and responsibilities of the parties.  A Memorandum of Agreement between the City, County and One Step Further specifies that the local governments will be the funders of the initiative and would share the total costs equally.   The total operating budget for the program was estimated to be $406,804, so the city and county would each be responsible for $199,827 annually to support the operation of the program.   This total includes the indirect costs which is the 10% ($36,982) administrative costs for One Step Further to carry out the program. 

Under the proposed agreement the city and county would be responsible for:

1. Oversight and monitoring of OSF’s performance to ensure effective use of public resources.

2. Attending a quarterly meeting arranged by the Parties.

3. Assisting in building relationships between OSF and other members of the Program with county agencies to further the work of the Program.

4. Assisting in promoting the public health message of the Program and assist and participate in public forums regarding the Program.

5. Contracting with the Public Health Institute of Metropolitan Chicago on behalf of Cure Violence Global for the provision of training and technical assistance to the parties in connection with the Program and contribute up to $50,000 each toward the services to be provided under the Training and Technical Assistance contract.

Under the proposed Memorandum of Agreement One Step Further would be responsible for:

1. Carrying out the Program fully as set forth in the Scope of Services.

2. Fully cooperating with the funders in their monitoring process and expeditiously providing all documentation and/or information requested by the funders.

3. Coordinating, scheduling and attending quarterly meetings with the funders to provide information regarding the work of the Program.

4.  Assisting in communication and coordination between the funders and the staff of the Program as may be requested for purposes of oversight and monitoring.

5. Agreeing that the funders have no responsibility for any training or technical assistance needed by OSF to carry out the Program.

The term of the agreement would be from July 1, 2019 to June 30, 2020 and will automatically renew for an additional year, unless either funder gives notice of non-renewal at least ninety (90) days prior to the expiration of the initial term.  Either party may terminate the agreement with 120 day written notice to the other party.

The second agreement is a Training and Technical Assistance (TTA) Agreement between the City of Greensboro, Guilford County and the Public Health Institute of Metropolitan Chicago.  The Public Health Institute of Metropolitan Chicago would provide the training for the Program staff.  The would include the following:

1. CV Violence Intervention & Reduction Training (VIRT)

2. CV Program Management Training

3. Database Use & Associated Training

4.  Booster Training / Site Visit

5. Specialized Training based on Ongoing Assessment and / or Request

6. Technical Assistance Program and Team Support

The cost of the TTA package is $100,000 for year one.  The training costs would be shared by the city and county at a cost of $50,000 each.  The term of the Training and Technical Assistance Agreement is From July I, 2019 to June 30, 2020. 

The total cost to Guilford County for the program, including program administration and training and technical assistance, would be $199,877.

Approve interlocal agreement with the City of Greensboro and One Step Further, in substantial form, with a maximum exposure of $199,827 annually towards Cure Violence program to be effective July 1, 2019 through June 30, 2020 with one (1) one-year option for renewal.  Approve contract with Public Health Institute of Metropolitan Chicago, on behalf of Cure Violence Global, in substantial form, with a maximum exposure of $50,000 annually to be effective July 1, 2019 through June 30, 2020, with one (1) one-year option for renewal. (Contract amounts per-annum as effective dates subject to adjustment)
