BACKGROUND
background
The Guilford County Sheriff’s Office is requesting approval to purchase five (5) Harley Davidson 2019- black FLHTP motorcycles and to purchase nine (9) Liberator wireless radio communication headsets for motorcycles. Three motorcycles are to replace aging motorcycles with high mileage and increasing maintenance costs, two are replacing motorcycles that were total losses and never replaced. Three of the aging motorcycles will be sold as government surplus and two will be utilized as training motorcycles to increase the life of the new motorcycles. The estimated cost to purchase each motorcycle is $16,734. The estimated cost plus labor for each motorcycle with all standard police motorcycle equipment is $22,609. Two-year maintenance package per motorcycle is $1,599. Total cost motorcycles, equipment/labor and two-year maintenance is approximately $121,040.
The Liberator wireless headsets are to replace 15-year old aging, wired headsets, some of which no longer work, and the rest are requiring repairs and have signs of wear and tear. The Liberator wireless headsets rely on newer, wireless technology and is inherently safer for the motor officer as he/she will not be tethered to the motorcycle but will have the reliability of crisp, clear communications. The estimated cost to purchase each wireless unit is $1,399.50. The estimated cost for nine (9) units plus shipping is $12,769.14.
The estimated cost for motorcycles and wireless communication sets is $133,809.14.
The funds to purchase the motorcycles, equipment and any ancillary costs will come from Department of Justice Federal Forfeiture Funds. The approximate available balance of Federal Forfeiture Funds prior to this appropriation is $608,974. The purchase for motorcycles will not go through State or Sheriff’s Association...
