BACKGROUND
Background
Republic Services has requested a 5% increase to its current solid waste collection rate from $20.50/month/household to $21.50/month/household for once per week trash, $30 per month for twice per week trash collection and $24.50 per month for once per week trash collection for backdoor service. All proposed rates also include recycling and fee for a 96 gallon vendor-provided container for trash and recycling. Republic’s current hauler license was approved by the Board of Commissioners on December 7, 2018 and is effective from January 1, 2018 through Dec. 31, 2022 at its current rate of $20.50. Collection vehicles were inspected in October 2017 and were found to be in good operating condition. Republic Services first appeared before the Board of Commissioners on March 21, 2019 to request consideration of the company's 5% increase in solid waste collection services and the Company's written request for a fee increase is attached.
Current fees charged by other haulers approved for solid waste and recycling collection is attached.
Approval of this request also would require Republic Services to adhere to performance standards (a/k/a Customer Bill of Rights, attached) as referenced in the Guilford County Solid Waste Ordinance. Performance standards will be attached to both the hauler application and provided as part of the hauler license (both attached), if approved. While the County can adopt uniform performance standards “across the board” for all of its licensee haulers, the Board of County Commissioners do reserve the right to adjust performance standards, as deemed appropriate, from hauler to hauler while being consistent in customer delivery expectations.
If approved, the new rate is recommended to be effective June 1, 2019 through June 30, 2022 at which time application for a new license would be required.
Section 15.5-6 Licensing of solid waste collectors (e) of the Guilford County Solid Waste Ordinance (attached) provides that “…[w]hereupon inspection of facilities, equipment or operating methods or practices of any person/company licensed to perform solid waste collection and transportation, the County finds that conditions or practices exist which are not compliant with applicable regulations, the Environmental Services Program Manager will give written or email notice to that licensee that unless the conditions or practices are corrected or remedied within ten days, then the collector’s license may be suspended or revoked…”
Licenses are issued to firms under the conditions and restrictions set forth in the license application, North Carolina General Statutes, Guilford County Ordinances and Health Regulations. It is understood that the licenses and the terms thereof are subject to applicable law and further to other arrangements for solid waste collection which the Licensor may make, and/or ordinances, and amendments that Guilford County may enact.
