BACKGROUND
Background
On behalf of the Law Enforcement Department, the Purchasing Department conducted a request for proposals for Commissary Services at the Greensboro and High Point Detention Centers through the online Guilford County Electronic Purchasing System in Event #636. Commissary services include an automated kiosk ordering and financial system to place, track and pay for inmates’ orders of snack foods and personal items.
Five (5) companies submitted proposals that were evaluated by a committee of County staff. Evaluation criteria included the Commission Schedule, References, Technical Management, Financial Stability, and Grant Opportunity.
Based on the submittals, Kimble’s Food by Design, Inc. scored highest. The recommendation for Kimble’s is based on the following:
*Kimble’s was the only proposer that is PREA (Prison Rape Elimination Act) compliant, per the specifications of the RFP.
*Kimble’s provides active directory support, solid integration explicitly with JMS and current systems, and supports upgrade of operating system.
*Kimble’s commission rate of 48.5 % for commissary items followed the RFP criteria and provides an 8.5% increase in revenue to the County over the current contract.
*Kimble’s has an excellent performance and customer service record with the County.
Additionally, Kimble's will provide $5,000 in annual grant funding for the duration of the contract to Guilford County Law Enforcement to promote technological, programmatic and educational opportunities within the Detention Division.
