BACKGROUND
background
In early 2010, the City of Greensboro ("City") and Guilford County began the process of moving the public safety 800 MHz trunked radio system to the P25 platform. This migration required 7 years of capital investment by both parties on a 50/50 basis. Phase 1 was to replace the "core" of the radio system or the controller. This controller has the capacity to link various radio systems in the triad together without the other municipalities re-investing in the technology. A fee model was developed between City and County to offset our initial investment, while offering value to the adjacent systems.

This agreement was approved by the Greensboro City Council on October 16, 2018. The City of High Point has not yet scheduled it for approval. The County's share of anticpated revenue will be $135,000 per year starting in FY 2019-20.

REQUESTED ACTION
requested action
Approve interlocal agreement with the City of Greensboro and the City of High Point for shared use of the 800 MHz radio core infrastructure, in substantial form, effective July 1, 2019. The City of High Point will pay the Greensboro/Guilford County system for regional access and the funds will equally divided by the City/County.
