BACKGROUND
Background
Request approval of the attached draft Memorandum of Understanding (MOU) in substantial form between the US Dept. of Agric. and the NC Dept. of Agric. (Div. of Soil and Water Conservation) and Guilford Soil & Water Conservation and Guilford County, NC (collectively referred to as "partners"). The purpose of this agreement serves as the foundation for resource-sharing and is to (as with the same previously) supplement the Cooperative Working Agreement (both the 1996 Cooperative Working Agreement and the 1996 USDA Mutual Agreement is attached as reference only). This operational agreement documents those areas of common interest of the federal, state, and local partnership in natural resources conservation. More specifically, all parties mutually agree to sharing data and inventories, setting conservation program priorities, agreeing to use federal, state, and local programs in a complimentary fashion to address local priorities and concerns. Marketing will be conducted collaboratively and with common effort to inform the public of program opportunities and benefits while partners also will work across program lines to assure efficient and effective customer service.

Minutes of the 07-Nov-18 Guilford Soil & Water Conservation District Regular Board of Supervisors' meeting indicating unanimous approval of the attached draft agreement in substantial form is attached (see page 2 of 3 of attached minutes).

The terms of this agreement, if approved, will be reviewed annually and unless, amended, shall be in effect for a period not to exceed five (5) years from the date of final signature.
