BACKGROUND
Background
Session Law 2017-41 requires all counties to enter into an annual written agreement with the Department of Health and Human Services for all social services programs excluding medical assistance (Medicaid). The law required the written agreement to be executed no later than July 1, 2018.
In June 2018, we presented the required MOU to the Board of County Commissioners. The MOU was approved and signed. Since then, the state has received significant response and feedback from counties, including Guilford, regarding the ongoing analysis of performance data. Modifications were made to the MOU and thus, we are requesting the BOCC review the modified MOU and to provide signature of agreement for Guilford county.
Significant modifications include:
· No performance improvement or corrective action will be initiated during FY 2018-2019 due to the impact of Hurricane Florence on county and state operations. Clarifying language was added that the state would take no action this fiscal year.
· Clarifying language for performance measures. Counties will be assessed based on an individualized growth measure and not the standard performance measure.
· Formatting of performance measurements were changed. Included with each performance measure, additional rationale is provided, including background and context to the required measure.
· A number of performance measures have been changed to growth measures.
Attached, please find (1) A cover letter that describes the modifications to the 2018-2019 Memorandum of Understanding between DHHS and counties and (2) the Modification Agreement to the Memorandum of Understanding (MOU) covering Fiscal Year 2018-2019.
The MOU is due to the state by December 17, 2018.
