BACKGROUND
Background
This proposal requests $57,375.00 be allotted from the Fund Balance (remaining inmate welfare funds) to expand an adult literacy program, to wit: “Reading Connections” available to inmates at the High Point Detention Center (“HPDC”) and eligible inmates in in the Greensboro Detention Center. This program currently exists on an ongoing basis in the Greensboro Detention Center where it has been successful in improving inmate literacy. A similar pilot program was conducted with male inmates at the HPDC in 2017 and also produced positive results.

Due to reduced funding at state levels and reduction in Grant funding, the program was reduced in July of 2018. Specifically, the requested funding would be used to re-established a Reading Connections Program for female inmates and additional clasess for male inmates. If the pilot program proves successful, addtional funding would be used to establish ongoing Reading Connections Program expansions.

The funding would also be used to capitalize on the positive results obtained during last year’s pilot program for male inmates at the HPDC, by establishing an ongoing Reading Connections Program for male inmates at that High Point facility.

If approved by the BOCC, the F Inmate Welfare Fund balance will be reduced from approximately $639,172.00 to approximately $581,797.00 after this appropriation.
