BACKGROUND
Background
Guilford County seeks to update its existing aerial photography system with new aerial photographs and acquire a system that compares old and new images and detects structure change. A three project agreement has been reached with Pictometry International Corporation to update the County’s aerial photographs, provide an image comparison and assessment record update system, and provide discounts to two future updates of aerial photographs. Approval is sought for the first project, with the total cost of the first project not to exceed $457,251. The funding is broken down as follows: $136,625.50 from the Register of Deeds Technology Fund with the remaining balance of $320,625.50 to come from the Tax Department’s 2018-2019 budget. The contract period will begin November 1, 2018 and end October 31, 2020.
2015 Changefinder project (Review of changed properties between 2007 & 2015)
Total Value change: $54 million
($50.5 Million added for discovered buildings & $3.5 million for buildings removed from the tax record)
2019 Sketch Check Project (Review the accuracy of all major building sketches)
Sketch Check will be a larger project with a larger number of buildings being reviewed.
Projected Value change: $75 Million
($70 Million added for discovered buildings & $5 Million removed for demolished buildings)
