BACKGROUND
Background
HR, Risk Management, DHHS, EMS, Law Enforcement along with IS have been working toward options for a centralized Learning Management System (LMS) countywide for training initiatives. After an assessment of viability of developing the tool in-house, and concluding that the cost and ongoing maintenance would be prohibitive and difficult, an RFP via Event # 626 for this initiative was published in June 2018. A total of six companies responded to the event and a cross functional panel consisting of staff from DHHS, Law Enforcement, HR, IS and EMS selected Cornerstone OnDemand, who had the highest overall score, as our vendor for Learning Management System. They had the best price / feature combination that would serve all our current and potential future needs. Our intent is to have the LMS go live by December 2018.
Implementation of LMS will provide a centralized learning portal for creating, managing and reporting on various training programs countywide. This will enable departments to develop internal training content and provide for ongoing staff development.

Total cost for 5 years which includes initial 3 years and optional 2 additional one year extensions not to exceed $ 411,192.57.
Year 1 cost to be $ 77,450.00, Year 2 cost to be $ 79,773.50 and Year 3 cost to be $ 82,166.71 for total cost not exceed $239,390.21 for the initial 3 years.
County will have an option to renew for 2 additional one year terms at the cost of $ 84,631.71 for Year 4 and $ 87,170.66 for Year 5.
