BACKGROUND

Background

EMS has been using Stryker stretchers for a number of years, including electric assist stretchers for the past nine years.  This has resulted in decreased worker's comp and decreased patient handling mishaps. The supported lifespan of the stretchers is seven years per the manufacturer, and currently a number of stretchers are in need of replacement.  We have elected to replace approximately ten per year to allow for less fiscal impact.  We also have elected to allow factory maintenance, in an attempt to extend service life and decrease overall repair expense.  The maintenance agreement includes parts and labor, and fiscal analysis indicates it is financially advantageous based on current wear/usage history.

 

There are new ASTM and SAE standards, approved in July 2016, for the securing of equipment in ambulances to address the number one risk stretchers pose to providers and patients through dislodgement during transport. The upgraded stretchers will address the new standards.  The changes in the mounting system does not allow stretchers manufactured prior to 2012 to be upgraded to the new standard, without significant costs.  Stretcher pricing was bid, as well as maintenance, and the upfit requirements were bid under county event #518 for the PowerPro model 6506 stretcher with eXpanded Patient Surface (XPS) system, X strap restraints, and mounting hardware for the Performance Load restraint system.

Budget Impact

Funds for the purchase were included in the Emergency Services' FY 2018-19 adopted budget per the major equipment plan and maintenance was also budgeted in departmental allocation.

REQUESTED ACTION

Requested Action

Approve price only agreements with Stryker Sales Corporation, located at 3800 E. Centre Ave, Portage MI 49002, in substantial form, for the purchase of ambulance stretchers and annual maintenance.  The commodity and service were bid under event #622 and event #623 to be effective October 1, 2018 for an initial term of 3 years, with the option for two, one year renewals.  Futhermore, approve purchase of ten ambulance stretchers in the amount of $181,348.20 and approve maintenance contract for FY2018-19 in the amount of $84,056.64 for all existing stretchers and mounting systems, subject to annual adjustment based on current inventory.
