BACKGROUND

Background

DHHS-Division of Social Services has received the energy funding authorization for FY 18-19.  Included in the authorization is additional energy funding to assist citizens of Guilford county with heating and cooling issues. This fiscal year, funding was increased by $497,320.00 to assist citizens with those heating and cooling issues and additional administrative funding increased by $81,676.00 in order to assist Guilford county with administering the additional funding.

In order to meet the demand of the additional workload, the administrative funding would allow the Social Services to hire three (3) additional energy eligibility caseworkers without any additional county funds. Positions will be cross-trained to other 100% non-county funded functions and are anticipated to be utilized in those functions as needed when energy program funding is depleted; they will be contingent on continued availability to fund the positions with non-county dollars.

REQUESTED ACTION

Requested Action

Approve increase in Federal/State Revenues by $578,996 and increase the FY 2018-19 Health & Human Services - Social Services Division budget the same amount to reflect additional funding authorization for the energy program for FY 2019; and approve three (3) additional Eligibility Caseworker positions for the Energy Program for the department to be contingent on continued availability of non-county funding.
